Juneteenth is an often overlooked event in our nation’s history. On June 19, 1865, Union troops freed enslaved African Americans in Galveston Bay and across Texas some two and a half years after President Abraham Lincoln signed the Emancipation Proclamation.

The Department of Homeland Security (DHS) and ICE quietly bought the massive 825,000 sq ft warehouse in Williamsport to turn it into a 1,500-bed immigration detention/processing center.

Thanks to investigative work by Project Salt Box and a major lawsuit by Maryland's Attorney General, a federal judge has temporarily stopped construction. The government bypassed federal law (NEPA) by skipping mandatory environmental and community reviews.

Now, DHS has been forced to open a formal public comment window. We need our community to flood their inboxes before the deadline!

⚠️ KEY ENVIRONMENTAL & CIVIL RIGHTS CONCERNS:

When you write your email, please consider including these points to show the serious damage this facility will cause:

Severe Water & Sewer Strain: This cargo warehouse was built for storage, not housing. Putting 1,500+ people inside will create over 180,000 gallons of sewage a day. This threatens to overload our sewer lines, risking massive public health backups.

Flooding Danger: The warehouse sits right in a designated flood zone. Locking hundreds of people inside a flood-prone industrial shell is an environmental and humanitarian disaster waiting to happen.

Harm to Local Waterways:Construction and waste runoff threaten Semple Run, a local stream that feeds into the Potomac River and supports local wildlife.

Civil & Human Rights: Converting a secretive warehouse into a makeshift prison completely violates basic human dignity and civil rights standards. We already know of constitutional, civil, and human rights violations that have occurred across the country when it comes to this administration’s immigration enforcement. It is probable, we will see the same here.

📨 HOW TO SUBMIT YOUR COMMENT:
Your voice must be added to the official federal record.

Where to Email: [email protected]

What to include: State that you are a local resident/advocate, you oppose the facility, and detail the sewer, flooding, and human rights concerns above. Please include any additional concerns you may have.
