❗️Alabama does not clearly define “adequate care” or “proper shelter.”
That one gap causes almost everything else to fail. Because the law is vague, almost any situation can be legally defended, even when a dog is clearly suffering.
Right now in Alabama:
• A tarp, lean-to, or broken doghouse can legally count as “shelter”
• Dogs can be chained 24/7 with no exercise, socialization, or relief
• There is no statewide standard for:
• Shade in extreme heat
• Protection from freezing temps
• Clean, drinkable water
• Veterinary care until the animal is near death
So when animal control or law enforcement shows up, their hands are tied.
They often hear:
“The dog has food, water, and some shelter.”
And legally… that’s enough.
