"What even are deed restrictions?"
Thinking about buying a deed-restricted home in Gunnison County? Here's the one thing to note first: read your deed restriction. When you buy a deed-restricted home, you're buying into every condition written into that deed. These are legal agreements that set who can own the home, how it's used, and what happens when it sells. They exist because public dollars helped build these homes to keep them affordable for our local workforce and thus, their are specific restrictions that are imposed in exchange for that public benefit.
A few terms you'll often see (though every restriction is different):
- Primary residency + local employment requirements
- Income or asset limits at the time of purchase
- Owner-occupancy rules
- Appreciation caps that limit resale price — often 2–3%/year, though some units have none
Compliance is ongoing, not a one-time check, and these terms are very difficult to change later — so never buy assuming you can adjust them down the road.

The Gunnison County Housing Authority is hosting an Open House on Tuesday, June 23rd from 4:00–6:00 PM at our office at 307 N. Wisconsin Street in Gunnison.

Whetstone Village — how we funded it, and why it matters.
Whetstone Village is the largest workforce housing development in Gunnison County's history. 252 units. All-electric, geothermal, located in Crested Butte — built for the locals right here in the Valley.
Here's how we paid for it: revenue bonds. Not a tax increase. Not state or federal dollars. The revenue behind those bonds comes from GCHA's existing portfolio — Elk Valley Townhomes and Sawtooth Apartments I and II — properties that are paid off or paying down debt and generating surplus revenue that supports Whetstone while keeping rents lower.
The County's projects will generate revenue right away — and that revenue will grow exponentially as debt is paid off. As we use rent revenue to pay down debt, the Board of County Commissioners gains flexibility to meet community needs as they evolve — whether that's serving lower AMIs, developing more projects, or building the infrastructure to support private development that serves locals. It's a long-term plan that maintains local accountability and control through your elected officials. This is the County's investment in the people of the County — kept local, reinvested permanently.

Why is Gunnison County building housing?
Because the data said we had to — and our elected officials listened.
In recent years Gunnison County completed a Housing Needs Assessment — a detailed look at who lives here, what they earn, what housing costs, and what the gap between those two things actually is. The findings were clear: Housing is a need in this Valley.
Rental vacancy rate: under 1%. A healthy market runs around 6%. Ours hasn't moved since 2016.
92% of Valley employers say workforce housing is one of the most critical problems they face. Over 70% have encountered problems keeping or hiring employees due to the lack of housing.
Between 1,300 and 1,550 new housing units are needed to support local residents and employees by 2029.
The Gunnison County Board of County Commissioners heard all of the data and made housing a priority. They directed staff to act — And the work started with Sawtooth Apartments, built by leveraging state and federal funds to create stable, local workforce housing. The revenue generated by Sawtooth — combined with Elk Valley Townhomes and impact fees — became the foundation that made Whetstone Village possible. One investment built the next.
And we're grateful to do this work on behalf of the people who make this Valley the community we all cherish so much.

As Whetstone Village and Mineral Point are coming online in the foreseeable future, do you wonder what we based our income qualification on for lease up? 2026 AMI (Area Median Income) Income and Rent Tables are officially released!
What is AMI (Area Median Income)? It's the number set by HUD that helps us determine thresholds to qualify residents for our housing programs, deed-restricted ownership and rentals, down payment assistance, and more. Gunnison County's AMI increased by roughly 10% from 2025 to 2026. Every year, HUD recalculates it based on local income data — and every year, the thresholds shift.
