Youth Leadership Greenville-Class 7 Youth Leadership Greenville (YLG) is designed to bring awareness to, challenge, and engage young people and prepare them to serve in leadership positions.

Modeled after the Greenville Chamber’s signature Leadership Greenville program, Youth Leadership Greenville (YLG) is designed to bring awareness to young people, challenge them to become engaged citizens, and prepare them to serve in leadership positions within our community. YLG participants are provided the opportunity to develop an awareness of community needs, the leadership skills necessary t

o meet those needs, and to work collaboratively with community leaders. Class days include topic discussions on Greenville’s history, quality of life, government, justice, human services, and the economy. In addition to class days, participants get involved in a class project that addresses and benefits a specific community need. Students apply to participate in YLG during their junior year of high school. The Greenville Chamber’s goal is to have a student from each of the public and private schools in Greenville County participate.

LAW ENFORCEMENT AND LOCAL GOVERNMENT DAY
Friday, March 29, 2013

Purpose: To learn how our local law enforcement and local government work. See our law enforcement and local government in action.

Note: we are going to be outside during the morning session on this day so please dress appropriately with comfortable walking shoes.

8:00 – 8:30 Welcome and Continental breakfast at the Chamber

8:30 – 9:00 Travel to Greenville County Sheriff’s Office Training Facility

9:00 – 10:15 Introduction and Tour of the GCSO Training Facility

Role Playing Scenarios

Policy issue:
• Food Truck Revolution: To Permit or Not to Permit.

Instructions:
• Prior to the session:
o Read the editorial Give food trucks a place in city (The Greenville News, 3/12/2013).
o Read the editorial Chicago deserves better rules on food trucks (ChicagoBusiness.com, 5/10/2012).
o Read the Food truck freedom: How to build better food-truck laws in your city – Executive Summary (Full report may be found at http://www.ij.org/images/pdf_folder/economic_liberty/vending/foodtruckfreedom.pdf)
o Develop your own arguments in favor and against of the food truck policy issue.
• The class will be divided in groups for role playing as noted below.

Role playing:
• Five city council members
o Mayor
Preside the council meeting.
o City council members:
At large city council member (represents all city residents).
Three members representing districts 1, 2, and 3.

• Consultants
o City hired consultant to research and make recommendations to city council.
o Discuss benefits and disadvantages.
o Make recommendation.

• SC Department of Health and Environmental Control (SCDHEC)
o Discuss health and food regulations, trash generated, etc.

• Food truck business owners
o Argue in favor of adopting policy issuing permits.
o Request city council to approve issuing permits.

• Downtown restaurant owners
o Argue against adopting policy to issue permits.
o Request city council not to approve permits or restrict food trucks in Downtown.

• City staff: policy chief, city attorney, city manager
o Concerns: public safety, traffic congestion, potential law suits for passing restrictive ordinances, enforcement costs, etc.

• Residents
o In favor and against (arguments: noise, pollution, traffic congestion, business opportunities, public health, trash, entrepreneurial freedom, existing business concerns, etc.)

YLG folks, our Camp Spearhead Program is one of the beneficiaries of the St. Patty’s Day Dash & Bash 5K / 10K run on Saturday March 16th. They are in despirate need of volunteers. Technically this is not a Park Hero project; however, if you are able to help them out, we can count it as one of the two projects you need for YLG. Click on the link below for more information and to register. I’m not in charge of registration; instead you have to register through the folks putting on the race. Also, I’ll be sending out more info next week about future Park Hero projects. We may have one on March 23 but I’m not sure yet. I’ll let you know.

If you do volunteer for the race it sounds like tons of fun. They will start and finish at the Drive stadium down town. If you need more information about volunteering for the race, contact Heather McKee with Jarden at [email protected].

YLG Class 7...PLEASE SEE THE BELOW EMAIL FROM SANDI REGARDING CLASS TOMORROW:

Hi students, due to the forecast of snow tonight and possible roads being messy in the morning we will have a delay to the start of our youth leadership day tomorrow. We will start at 9:00 at the Chamber and will go straight to the Phoenix Center by bus. Forecast for tomorrow is sunny and 52 degrees so roads should be fine by 9:00. We will not have breakfast at the Chamber before we travel so plan accordingly. If weather changes for the worse I’ll e-mail you in the morning. Call me on my cell at 313-3237 if you have questions.
