Neighbors,
Thank you to everyone who joined us for today’s Monaghan Community Meeting. We appreciated the participation of our neighbors, elected officials, law enforcement, and community partners. Below is a summary of the updates and next steps discussed.
Code enforcement and neighborhood cleanliness
The recent Monaghan Mill code-enforcement sweep resulted in 43 opened cases and the removal of three dump trucks of debris. Litter Ends Here and Greater Greenville Sanitation also participated.
Code Enforcement will reinspect all cited properties on October 14, with Animal Control expected to participate. Properties that remain out of compliance may receive summonses and enter a longer enforcement process. We were also reminded that current regulations allow no more than eight chickens and prohibit roosters, ducks, and goats.
Traffic and roadway safety
The new all-way stop at North YMCA Street and Peace Street is scheduled to be installed on September 29.
Concerns continue about speeding on Saturday nights, particularly along Cedar Lane Road. Residents who can safely document the license plates of frequent offenders are encouraged to share that information with Deputy Carmichael. Traffic reports for Cedar Lane Road have also been requested so the community can better understand the proposed roadway changes and their possible effects on nearby residential streets and local businesses.
Residents can use Bike Walk Greenville’s road-ownership map to determine which agency maintains a particular road and where to direct concerns:
Soccer Field traffic and parking
Parking concerns around the Monaghan soccer fields remain unresolved. Additional SCDOT-approved signage is needed along Moody Street and North YMCA Street before parking restrictions can be consistently enforced.
Community partners will continue exploring additional parking possibilities, enforcement options during games, and coordination with park and United FC Furman leadership. To report concerns directly to United FC Furman leadership, please call Bill Martin 864-979-7413.
Sidewalk and pedestrian projects
Parker Fire is open to relocating its training fence to help create space for the proposed pedestrian connection between Smythe Street/Washington Street and the Swamp Rabbit Trail. Parker Fire, Greenville County, and SCDOT representatives are continuing that conversation.
Additional pedestrian and roadway updates included:
A mid-block crossing is planned between Smythe Street and Blue Ridge Drive at Marion Street.
A future Old Buncombe Road project is expected to improve pedestrian safety.
The large bridge on Cedar Lane Road is tentatively scheduled to be pressure-washed and painted in spring 2027.
Concerns were raised about the bridge and four-way stop near Hampton Avenue Extension and Old Bleachery Road. A traffic study can be formally requested and generally has a 30-day timeline.
Speed humps on state roads require a county request, county funding, and ongoing county maintenance, and the road must have a speed limit of 25 mph or less.
Other infrastructure updates
Road resurfacing along Cedar Lane may begin as early as December 2026 but is currently expected around March 2027. We also discussed old utility lines throughout the neighborhood and the streetlight that is out near Donaldson Street and Woodward Street; the appropriate responsible agencies still need to be identified.
The group also discussed the county referendum tax, planned congestion-relief and infrastructure projects, and updates to community comprehensive plans. We hope to invite a zoning or planning representative to a future meeting to explain how comprehensive plans and current ordinances relate to one another.
