This page was originally started by former City Council member Michael Proctor to raise awareness of what happened when City Manager Brian Silcott was fired, and to organize concerned citizens.

A bi-partisan group formed and worked to research and understand suspicious behaviors by the mayor and city council. Then, they shared all information to authorities. The For Goddard’s Sake team met with a lawyer who advised them to hold off pursuing a recall petition until they knew if the authorities would investigate.

The DA’s office did begin an investigation, putting recall efforts on hold longer. The team was advised not to publicly discuss the investigation at that time.

The investigation is taking time. Authorities have obtained and analyzed a LOT of information tied to potential local and state ethics violations, Goddard civic code violations, meetings act violations, state and federal campaign finance violations, tax violations, licensing violations, misuse of funds violations, graft, and other potential issues. For Goddards Sake continues to cooperate with the DA investigator.

While learning about options for a recall vs. investigation,, this bi-partisan group focused efforts toward civic awareness and engagement. And you made it HUGE. You filled the park shelter then overflowed City Hall!! More of you showed up to City Hall than voted in the 2019 election that put Larkin in as mayor.

Larkin and his cohort responded with no regard for transparency or accountability.

They also refused to rectify Goddard operational challenges by hiring a new city administrator and assistant administrator. Instead, they decided to spend more money for the same work, with no leadership.

Meanwhile, you, the people of Goddard elevated your voice to clearly show city hall where you stand. Survey results were stunning!

Rather than listen, change, or even stop committing questionable acts, now-mayor Larkin meddled in Park City business, potentially violating state and federal finance laws.

For Goddards Sake continues to support the DA’s investigative efforts.

This week, Noon on June 1st, is the filing deadline to run for city council. The investigation has sustained so long that a recall makes less sense than just using votes in the normal election. Since February, Goddard citizens are uniting to make their voices heard and ensure that Larkin is not re-elected. Please continue to bring that energy!
Go file, or support someone who has.

The power is in your hands! Use your voice, your vote, and clean up Goddard!! We will continue to shine a light on this situation as it develops.

FYI - No City Council meeting tonight.

04/17/2023

Reminder to come join us at the Goddard City Council meeting tonight at 7pm!

Goddard residents should be aware that there’s some community business likely being discussed and potentially voted on that could set a precedent for paving private / unincorporated roads.

04/17/2023

Just a reminder that tomorrow night at 7 pm is the City Council meeting. If you can attend, please do. We need to keep reminding the council that we are watching and paying attention to their actions.

Recall Update: We continue taking steps forward to demand government transparency and accountability for the City of Goddard.

We started working together because we were shocked and disturbed by city leaders’ cavalier disposition toward ethics. Once we researched and analyzed initial data on Goddard government transactions with private interests, we handed investigation responsibility over to the authorities.

Authorities have a number of options. They can do nothing. They can determine corrupt activity sufficient to indict and oust. Authorities can also determine which activities are most oust-able or even recall-able for Goddard council members.

While authorities continue investigating and assessing options, so do we. We also continue organizing. Last week, we met again as the same bipartisan coalition, to create a plan for forward movement that doesn’t rely on more waiting. This is a plan to engage Goddard citizens through community education and civic engagement opportunities between now and the next election.

And we need your help.

The next few days, we will share ways you can intentionally make an impact for Goddard with us. Working together, we will make positive change.

Hunter made up that I was planning a state run and was jealous of him being mayor.... what?!?! I guess it goes to show how important it is to him.

The truth is, I haven't believed Hunter to be fit to lead Goddard because there is none more ethically or financially compromised to do so at this time other than Boss Hogg himself.

I believed him to be unfit when I confronted him both on his DUI and later on his secretive financial dealings in selling his influence at the city when I was met with aggression. No apology, remorse or ownership was made.

Leaders own up, fess up, make up and then work towards restoration.

Today, he continues to dismiss the concerns of the citizens that elected him and attempt to distract and discredit on
the John Whitmer show (after he did it to your face) instead of listening to the votes in person and by voice to resign. It's not about politics. It's about trust as Mr. Liebe so well pointed out at a recent council meeting.

Keep showing up to meetings so maybe he'll listen eventually to resign and encourage his buddies to do the same and return the council seats to a representation of the voters, not his (and him employer's) desires.

At this time, he's announced he's planning another house run and not running for Goddard council again. I hope there is someone who is willing to run against him at the state level as he's hoping for an uncontested cake-walk campaign for even more "Jobs-like" influence.

Rooting for the citizens,

-Past Councilmember Mike Proctor

Look who's on the radio tonight! That's right, the infamous Mayor of Goddard, Hunter Larkin is getting interviewed on KNSS during the 7-9pm Whitmer Show.

Good news! You can call into the radio show tonight and tell them what you think. Larkin plans to be your next State Senator, so you can offer your thoughts on that, too.

Recently, Larkin and other Council members voted a $3,500 monthly salary increase for 3 City department heads, claiming this solves the problem of no city manager or assistant manager. There is no evidence those 3 department heads are doing anything different from 6 months ago. Are they working 50% more? Is that even a good plan? What happens later? Does this ~50% salary increase continue after they hire a city manager? More poor decisions, after another, and another.

Speaking of, have you noticed the back-and-forth on property for the new community center?

Meanwhile, Larkin continues to enjoy having no barriers for him to continue making deals for his developers.

We will continue to work the recall process and will update you every step of the way.

Also...this is what the mayor and city attorney have been up to.

Also...this is what the mayor and city attorney have been up to.

The city of Park City held a forum for the public to discuss a potential STAR bonds district, but officials from Goddard showed up, too.

Just a quick reminder that there is a city council meeting TONIGHT. It's important that folks show up and attend the meeting to keep the pressure on the council. Several of us in the group have previously scheduled events we can't miss so we are counting on YOU to show up and stay for the whole meeting. If anything comes up that we need to know about, please comment on this post or send us a private message. We need to keep reminding the council that we care and we are watching what they do. Your voice matters. - Carri
