National Hookah Community Association NHCA is dedicated to protecting & preserving ho**ah culture and businesses across the United States.

We promote and protect the interests of many thousands of businesses that make or sell a part of the unique social & cultural experience that is ho**ah Mission:

The NHCA is committed supporting and defending its members by:

- Promoting understanding of the culture, community and business of ho**ah to society and politicians
- Protecting ho**ah from regulation that threatens the ho**ah economi

c and social community.
- Working with law makers to support regulation that supports good practices and high standards in our sector. Our culture and our sector are at risk, usually from legislation targeting the misdeeds of giant multinational companies selling very different products to ours. Until NHCA was formed, ho**ah was one of the few business sectors in the United States that was not represented in political decision making by a trade association.

Ho**ah has been saved in Denver! Last night the Denver City Council approved a ban on flavored to***co with a full exemption for ho**ah. The Council pushed hard to ban all flavored products but thanks to NHCA and local lounges we were the only to***co category to receive an exemption. Please keep supporting us as the fight will start again in January. As many as 15 states could try to ban ho**ah next year.

NHCA Member Update

Welcome to your latest member update from NHCA!

As we begin the new year, NHCA’s Board was reelected to another 2-year term. Chris Hudgins with Al Fakher was elected to serve as NHCA’s President with former President Arnie Abramyan remaining on the board along with Rima Khoury serving as Secretary and George Jonson as Treasurer. Neeve Donoghue will continue to serve as Outreach Coordinator. The entire Board looks forward to another year of saving ho**ah.

After a very successful 2023 where we stopped ho**ah bans in Connecticut, Hawaii, Indiana, Maine, Maryland, Minnesota, Nevada, New Jersey, New Mexico, New York, Ohio, Oregon, Pennsylvania, Texas, Vermont, Washington State and several cities, we are back at it for 2024.

So far, Colorado, Hawaii, Indiana, Maine, Michigan, Minnesota, New Jersey, New Mexico, Pennsylvania, Vermont and Washington State have all indicated they will be considering bans on flavored ho**ah in 2024. We need your help and support as we continue to fight to **ah.

The city of Honolulu will consider a first reading on a draft ordinance to include the following:
Flavor ban that would apply to all traditional to***co, v***r, and modern oral products.
Does not ban the flavor of to***co
Applies to zero nic, synthetic nic, and WS3 products
Prohibits the mislabeling or marketing of any e-liquid product as ni****ne free if it contains ni****ne.
Penalties
$1000 fine and an additional fine of $2000 per day for each day the violation persists beyond first violation.
For a recurring violation, a fine of $2000 and an additional fine of $5000 per day for each day the violation persists.
Effective 42 days after the State preemption of county ordinances is officially repealed or suspended.

Great News in Ohio:

Ohio State lawmakers passed a bill (House Bill 513) that preempts Ohio cities and counties from passing flavored to***co bans. The ten day period that Governor DeWine could veto the bill has expired and now it has become law. This means that ho**ah is safe in the entire state of Ohio. **ah
