International Slurry Surfacing Association (ISSA) ISSA Note: In 2008, ISSA members voted to expand ISSAโ€™s scope to include Chip Seal and Crack Treating.

OBJECTIVES
โ€ข Promote increased use of asphalt slurries for efficient pavement surfacing
โ€ข Provide technical data for monitoring and upgrading slurry surfacing and microsurfacing products.
โ€ข Advocate and encourage public and private interests in the use of asphalt slurries as effective, costsaving and safe additions to road maintenance programs.
โ€ข Encourage and promote ethical construction practices by all members of this association within the industry.
โ€ข Aid all members of the association in furthering the successes of asphalt slurry surfacing and micro surfacing. It is ISSAโ€™s intent to eventually offer everything it currently offers for slurry seal and micro surfacing to chip seal and crack treating. New committees for these two disciplines are working now to develop guideline
specifications, and technical and promotional materials, and the programs for the Slurry Systems Workshop and the Annual Convention have been expanded to include presentations on subjects of interest to the chip seal and crack treating industries.

As aggregate, polymer-modified asphalt emulsion, mineral filler, water and additives are mixed on the go, a spreader box lays it down to create a consistent surface across the pavement.

From a curbside view it may look simple, but successful placement depends on mix design, calibrated equipment, proper surface preparation and an experienced crew.

That mid-width window is why crews are out sealing right now. Sealant applied while a crack sits at its midpoint isn't starting from either extreme. The season is forgiving in other ways: pavement temperatures down to about 40ยฐF will work, and a dry road matters more than a warm one, all of which make conditions ideal for an effective crack seal.

The key was moving away from a worst-first approach and widening the toolbox: crack seal, chip and cape seals, micro surfacing, fog and scrub seals, and rejuvenation โ€” all working alongside heavier rehabilitation. Treated mileage started climbing the next very fiscal year.

More treatments to choose from meant individualized fixes for each road, and a way to stretchevery dollar further.

Water is what allows a treatment to be placed at a much lower temperature, compared to the high heat required by a hot mix.

Crews watch for an emulsion to "break," turning from brown to black as the water separates. After it cures, what remains on the road is the asphalt, and it protects that pavement for years.

Thatโ€™s a century of chemistry and testing in action!

Each one was built with type II micro surfacing designed according to ISSA guidelines.

Six years later, the single-layer sections sat at 27% and 28% cracking, while the double micro and the three cape seal variations were at 5% or less.

The most interesting part: Despite receiving the same micro surfacing treatment, the one crack sealed initially started at 18% cracking; the one that skipped it started at 5%. Six years later they'd converged near 28%. The prep work is what made the difference.
