In a Special Report, “Horeya” Documents Israeli Military Violations Against Gaza’s Healthcare System and Calls for Ensuring the Protection of Medical Personnel, Institutions, and Hospitals

The Coalition of Human Rights Institutions – Horeya has released a special report titled “The Healthcare System is part of Israel army’s target bank , documenting the military’s violations against medical personnel and healthcare institutions during its ongoing assault on Gaza for the second consecutive year

In its report, Horeya stated that a copy had been sent to the Office of the Prosecutor at the International Criminal Court , the Pre-Trial Chamber, the International Court of Justice, and several relevant international institutions and bodies. The report highlights that, over the course of a year of systematic attacks, the Israeli occupation forces have directly targeted medical personnel, healthcare workers, facilities, and various medical properties and infrastructure

Horeya emphasized in its report that the ongoing Israeli aggression on Gaza constitutes severe violations of all laws and customs of war, which grant comprehensive and extensive protection to medical personnel, equipment, healthcare centers, and hospitals, prohibiting any attacks against them or their use as military targets.

Horeya documented during the reporting period the killing of “1,218” individuals from the medical staff and healthcare workers. It also documented the injury of “1,750” and the arrest of “310” medical staff and healthcare workers. According to the report prepared by the Coalition of Human Rights Institutions - Horeya, the Israeli occupation forces destroyed “88” hospitals and healthcare centers completely, rendering these institutions non-operational. Horeya also documented the partial destruction of “14” hospitals and healthcare facilities, in addition to documenting the destruction and burning of “130” ambulances by the Israeli occupation forces. The report noted a dangerous precedent represented by the seizure of healthcare centers and hospitals by the Israeli occupation forces, converting them into military bases, and in some cases, interrogation and torture sites for civilians.

The report addressed the responsibility of the occupying authorities for the actions of their military on the ground in accordance with the provisions of international humanitarian law. It also emphasized that the international community, particularly the signatories to the 1949 Geneva Conventions, bears the responsibility to pursue and hold perpetrators accountable

In conclusion, Horeya emphasized that the International Criminal Court is the last resort and only hope for the victims of genocide, crimes against humanity, and war crimes. Horeya stressed the need to end the impunity that perpetrators have enjoyed for decades under the protection of immunity. It urged the ICC Prosecutor to proceed with investigations into the crimes committed by Israeli forces to ensure justice for the victims

The report also called on the Pre-Trial Chamber judges to comply with the Prosecutor’s request and issue arrest warrants for the Israeli Prime Minister, Defense Minister, and other officials involved. Additionally, it warned against yielding to political pressure that may be exerted on the Court’s judges

Horeya called for Arab and Islamic international action to put an end to the genocide being committed against approximately two million Palestinians for the second consecutive year and to work diligently in partnership with the United Nations to halt the war

Horeya also emphasized the need to provide protection for Palestinian civilians in the Occupied Palestinian Territories including medical personnel

Horeya reiterated in its report the necessity of activating international accountability mechanisms to ensure the rights of victims of occupation forces’ violations, securing justice and compensation, and punishing those responsible for the violations and those who ordered them

It also recommended that the State of Palestine enhance cooperation with all international institutions, bodies, and committees to ensure the accountability and punishment of Israeli perpetrators for their crimes against Gaza’s civilians in general and against medical personnel, equipment, and healthcare facilities in particular

Ongoing Genocidal Crimes by Israeli Occupation Forces in their Aggression Against Gaza Strip for the Fifth Consecutive Day

During their ongoing aggression against the Gaza Strip for the fifth consecutive day, Israeli occupation forces have committed genocide crimes. The dire living conditions prevailing in the region threaten a genuine humanitarian catastrophe unless immediate action is taken to halt these forces' flagrant violations of international laws governing the state of war.
Israeli occupation forces have intensified their attacks, primarily targeting civilians, installations, and civilian infrastructure throughout the Gaza Strip. These actions constitute some of the most horrifying instances of genocide crimes witnessed in our contemporary world. The occupation warplanes initiated their offensive on the very first day of the conflict by bombing the homes of defenseless civilians without warning. This has resulted in dozens of casualties, including fatalities and injuries, and the erasure of entire families from the civil registry.
According to information obtained by HRIA from competent authorities in the Gaza Strip, the civilian death toll has risen to 960 citizens, including entire families, with around 5,900 other citizens sustaining injuries, a majority of whom are children and women.
This ongoing aggression against the Gaza Strip has displaced approximately 250000 civilians, many of whom now find shelter in centers lacking the basic necessities of human life.
HRIA highlights that the occupation authorities, in conjunction with the escalation of their aggression, have further tightened restrictions imposed on the Gaza Strip since 2007. These restrictions include power and water cuts, the prevention of humanitarian aid convoys' entry, and even the threat to target and bomb them. These measures have exacerbated already dire humanitarian conditions, with the possibility of more restrictions looming, foretelling an impending humanitarian catastrophe.
HRIA strongly condemns the ongoing Israeli aggression against the Gaza Strip. It emphasizes that the belligerent actions of the occupation forces constitute acts of genocide and war crimes, including the imposition of collective punishment on the civilian population. These actions represent international crimes that warrant prosecution before the judiciary, especially at the International Criminal Court.
The international community, particularly the International Criminal Court, must not remain silent in the face of the occupation forces' crimes, as this silence has provided them with cover and impunity to commit further acts against defenseless civilians.
HRIA renews its call to the international community for immediate intervention to halt the Israeli aggression against the Gaza Strip. The occupation forces must be held accountable, and they must be compelled to respect the established norms and rules of war as stipulated by international law.
The Association also urges the United Nations Secretary-General to condemn the Israeli aggression and exert pressure on the occupation forces to cease their attacks against civilians and civilian infrastructure. It is imperative to work earnestly to ensure the protection of civilians and their property.
Moreover, HRIA calls upon local and international human rights organizations and bodies to expose the occupation forces' crimes, thereby generating global public opinion against their aggression on civilians.
Lastly, the Association urges the Prosecutor of the International Criminal Court to initiate an immediate investigation into the genocide and war crimes perpetrated by the occupation forces against Palestinian families in the Gaza Strip.

Human Rights Institutions Association Launches Urgent Relief Appeal for Displaced Individuals in Shelter Centers

In the context of Human Rights Institutions Association – HRIA closely monitoring the consequences and impact of the ongoing Israeli retaliatory attacks on civilians and civilian infrastructure in the Gaza Strip for the fifth consecutive day, we express profound concern for the humanitarian and living conditions of those forcibly displaced to shelter centers throughout the heart of Gaza City. These facilities have been stretched to their limits, accommodating approximately 90% of their capacity.
Since the start of the brutal Israeli aggression against the Gaza Strip, Israeli authorities have forcibly relocated around 250,000 Palestinians from their homes in the northern and eastern governorates of the Gaza Strip and its surrounding areas. The Israeli military occupation has declared a 1,000-meter buffer zone from the Gaza Strip border as a restricted military area. Simultaneously, the Israeli military began disseminating messages via social media platforms, such as WhatsApp, and through recorded voice messages sent randomly to citizens' numbers, which have contributed to spreading panic among Palestinians. This situation is compounded by the recent, unprecedented Israeli terrorist attacks witnessed in the Al-Rimal neighborhood in the city center and the Karama neighborhood to the northwest. These events have prompted more people to flee amidst indiscriminate shelling.
According to the testimony of Mr. Muhammad Al-Hajja, who works with civil society organizations, "Since the escalation began, there has been no activation of an emergency plan, nor has its initiation been announced. People were displaced to schools, including UNRWA schools, without any coordination or prior notification. In the absence of a coordinated response, individuals were left to improvise, including the unfortunate utilization of school furniture, curtains, and other resources in a struggle for survival. This raises questions about the millions of dollars spent since 2014 and the numerous workshops and training sessions conducted with the participation of international experts aimed at preparing for and addressing displacement scenarios in the Gaza Strip, all under the supervision of the United Nations Office for the Coordination of Humanitarian Affairs (OCHA)."
Additionally, Al-Hajja reported that UNRWA dispatched representatives to schools without a well-structured plan or experienced staff to manage the three UNRWA centers he visited. He expressed, "I spoke with officials in those schools who were unfamiliar with protection standards, the specific needs of individuals with disabilities, or minimum standards for safeguarding the privacy and dignity of women. I was astonished by what I witnessed and questioned the conventional scenarios we were briefed on as civil society institutions. Displaced persons in these centers are lacking basic essentials such as mattresses, blankets, pillows, water, food, and other essential humanitarian services. Shocking conditions and testimonies are prevalent."
In light of the dire situation described above and the catastrophic humanitarian and living conditions faced by those displaced in the Gaza Strip, HRIA urgently appeals to the United Nations, its specialized agencies, special rapporteurs, as well as the Organization of the Islamic Conference and the League of Arab States. We urge them to fulfill their legal and humanitarian responsibilities during these critical and challenging times, addressing the plight of civilians in the Gaza Strip. It is imperative that they quickly facilitate safe passage for aid, food, energy, and medical supplies, to avert humanitarian and environmental catastrophes, given the relentless and escalating brutality of the Israeli occupation army, now in its fifth day.
Human Rights Institutions Association - HRIA also urges business leaders, associations, charitable organizations, project sponsors, private sector companies, and capital enterprises to mobilize their resources to provide essential humanitarian support to shelter centers. This solidarity effort is crucial to fulfilling their societal roles and humanitarian obligations within Palestinian society.

‎Israeli Escalating Aggression Targets Civilians and Civilian Objects in Jenin for Second Consecutive Day

Human Rights Institutions Association – HRIA warns of a humanitarian catastrophe in Jenin governorate and calls on the international community to intervene urgently to stop the aggression
HRIA renews its condemnation of the Israeli aggression against the Jenin Governorate, which has persisted for two consecutive days. This aggression is characterized by a deliberate military policy that targets civilians and civilian infrastructure, particularly in the infrastructure sector.
Based on the latest updates, the number of casualties resulting from the Israeli aggression on Jenin has reached ten fatalities and one hundred wounded individuals, including critical cases. Additionally, 120 individuals have been arrested, while the Israeli occupation army has announced its search for another 160 individuals within the camp.
Furthermore, video evidence has revealed that Israeli occupation army soldiers compelled hundreds of civilians to evacuate the camp under the threat of home targeting. Consequently, the number of forcibly displaced individuals from the camp has now exceeded three thousand Palestinians. In its ongoing targeting of civilian facilities, photographic evidence demonstrates that military bulldozers belonging to the Israeli occupation army have destroyed main streets and infrastructure. This has resulted in the destruction of water and sewage networks, as well as widespread power outages in significant areas of the Jenin Governorate. These actions will create a humanitarian and environmental catastrophe, eradicating all aspects of life in the afflicted Jenin area due to Israeli aggression.
Furthermore, the Israeli occupation authorities are obstructing the rescue and evacuation efforts of ambulance crews. They are intentionally suppressing media coverage of their crimes by preventing press and media personnel from accessing the scene of events.
In light of these developments, HRIA warns of an imminent humanitarian and environmental catastrophe caused by the Israeli occupation army's aggression against civilians. The persistent killing of civilians and targeting of civilian objects and facilities demand urgent intervention from the international community. It is crucial to activate the mechanisms of international law to ensure the protection of civilians and their property. Additionally, immediate humanitarian and relief assistance must be provided to those affected. The international community is urged to take concrete steps towards prosecuting and holding the leaders of the occupation accountable.

HRIA Call for Urgent International Action to Stop Israeli Aggression on Jenin Governorate and Demand ICC Investigation into Palestinian Situation

Human rights institutions association – HRIA strongly condemns the Israeli aggression against Jenin Governorate and urgently calls upon the international community to intervene and put an end to these hostilities. The apartheid occupation authorities bear full responsibility for the consequences that may unfold in the occupied Palestinian territories as a result of this aggression. Furthermore, HRIA calls on the Prosecutor of the International Criminal Court to break the policy of silence regarding the crimes committed by the occupation and initiate a comprehensive investigation into the Palestinian situation.
According to the latest updates monitored by HRIA, the occupation forces launched a military operation in Jenin Governorate in the occupied West Bank, codenamed "The House and the Garden," at dawn today, Monday, July 3rd, 2023. Armored bulldozers targeted the city of Jenin and its camp from multiple directions, imposing a siege, severing the transportation links between the city and the camp, seizing several houses and buildings overlooking the area, deploying snipers on rooftops, cutting off electricity supply to significant parts of the camp, and deliberately obstructing ambulance crews from entering the city for rescue and evacuation purposes. The occupation forces also sought to conceal their crimes by preventing press and media access to the scene of events. In parallel, occupation warplanes conducted airstrikes on targets within the city of Jenin and its camp.
Based on official information obtained from the Palestinian Ministry of Health, the ongoing aggression against Jenin Governorate has resulted in the loss of eight innocent lives, while thirty others, including seven in critical condition, have been severely injured. Additionally, HRIA received reports confirming that the relentless aggression in Jenin has completely destroyed targeted areas and inflicted significant damage to nearby civilian structures.

Human rights institutions association – HRIA unequivocally denounces the escalating Israeli aggression against Palestinians in the occupied territories and strongly condemns the barbaric assault on the city of Jenin and its camp. This expansion of aggression by the occupation authorities falls within the dangerous Israeli escalation policy against Palestinians. The persistent violations of international law and United Nations resolutions by the occupation authorities are an inevitable outcome of the international community's silence concerning the occupation forces' flagrant violations and crimes, which amount to war crimes and crimes against humanity. HRIA firmly believes that the ongoing events in the occupied Palestinian territories are a direct reflection of the international community's double standards in dealing with the Palestinian situation.
In light of the above, human rights institutions association – HRIA urges:
1. The international community and the High Contracting Parties to the Fourth Geneva Convention to condemn the aggression against Jenin Governorate and take immediate action to halt it. They should activate international legal mechanisms to ensure the protection of civilians and their property and provide necessary humanitarian and relief assistance.
2. The United Nations to hold the occupation authorities accountable as an occupying power. A fact-finding committee should be dispatched to investigate the consequences of the ongoing aggression in the occupied Palestinian territories.
3. The Prosecutor of the International Criminal Court to break the silence and abandon the policy of double standards in dealing with the Palestinian situation. Practical steps should be taken to prosecute and hold accountable the criminals of the Israeli occupation.

HRIA Strongly Condemns International Bias Favoring Israeli Occupation and Demands Inclusion of Israeli Authorities in Annual List of Shame

Today, HRIA conveyed a comprehensive address to the Secretary-General of the United Nations, Antonio Guterres, expressing its profound disappointment at the exclusion of the Israeli occupation authorities from the list of shame for countries that violate children's rights in the year 2022.
During the briefing, HRIA strongly condemned the failure to include the Israeli occupation authorities, despite the United Nations' own documented evidence of grave violations committed against Palestinian children in the occupied West Bank, including East Jerusalem, and the Gaza Strip. These violations consisted of 3,133 instances, including 42 cases of Palestinian children being killed by Israeli occupation forces and settlers, as well as over 800 arrests throughout 2022.
Highlighting a wealth of data and information verified by international and local institutions, as well as the United Nations itself, HRIA emphasized that the occupation authorities persist in their violations against Palestinian children.
HRIA denounced the Secretary-General's disregard for the appeals made by local and international human rights institutions and organizations, United Nations experts, reports from its agencies and organs, and international commissions of inquiry. These entities have all confirmed that the Israeli occupation has committed severe violations and abhorrent atrocities against Palestinian children in the occupied Palestinian territories.
HRIA cautioned against the Secretary-General's bias in favor of a racist occupation that practices one of the most extreme forms of apartheid witnessed in the modern world. This bias, it asserted, comes at the expense of international law and human rights principles. Moreover, it observed that such international bias has emboldened the occupying power to flout its obligations and act with impunity.
Furthermore, HRIA criticized the Secretary-General's handling of the grave violations against Palestinian children, particularly when compared to the attention given to children affected by more recent conflicts.
Expressing concerns, HRIA cautioned against succumbing to pressure exerted by the Israeli occupation authorities on the United Nations organization. It warned against persisting with a policy that favors the racist Israeli occupation forces while disregarding the rights of Palestinian child victims.

HRIA: Collective punishments decided by the Israeli cabinet against the Palestinians

Human Rights Institutions Association - HRIA condemns the racist decisions taken by the Israeli cabinet on Saturday evening, January 28, 2022, against Palestinian families, under the pretext that their children carried out attacks against the occupation forces.
The Israeli political and security cabinet took a set of racist decisions against the Palestinians in the occupied territories, represented in closing the house of Alqam family in the Shuafat refugee camp in occupied Jerusalem in order to demolish it.
The Israeli occupation authorities also confiscated the health insurance of Palestinian families in the occupied city of Jerusalem, claiming that their children carried out attacks against the occupation forces, and deprived them of a number of other rights. In addition, the Israeli cabinet is discussing a draft law that deprive the Palestinian families whose children participated in attacks against the occupation forces and settlers from obtaining identity cards. It also decided to grant licenses to carry fi****ms to thousands of settlers under the pretext of self-defense, noting that the occupation authorities licensed about (200,000) settlers carry weapons, which will inevitably lead to a rise in violent crimes committed by settlers against Palestinian civilians in the occupied territories.
The Israeli cabinet decided to carry out a large-scale campaign of arrests against the Palestinians. During the past 48 hours, the Israeli occupation forces arrested more than (60) Palestinian citizens in separate parts of the West Bank, including Jerusalem.
HRIA condemns the racist decisions taken by the Israeli occupation authorities against Jerusalemites, and affirms that these decisions represent an extension of the racist Israeli occupation policy against the Palestinians with the aim of fighting the Palestinian presence in Jerusalem.
It also confirms that the racist measures imposed on the Palestinians in the occupied territories, especially the West Bank and Jerusalem, constitute a grave violation of the provisions of international humanitarian law.
Depriving Palestinian families of enjoying their rights accorded to them under the rules of human rights is a form of collective punishment that is considered a war crime according to the Rome Statute regulating the work of the International Criminal Court.
Human Rights Institutions Association - HRIA renews its condemnation of the racist measures taken by the Israeli occupation authorities in the Palestinian territories, and it also:
1. Urges the international community to work hard and take urgent action to end the Israeli apartheid regime in the occupied Palestinian territories.
2. Urges the international community to exert pressure on the Israeli occupation authorities to assume their responsibilities towards the population of the occupied territories as an occupying power, and to stop all racist measures against the Palestinians, including stopping arbitrary arrest, ending the policy of forced displacement, demolitions, and imposing restrictions on rights of Palestinian citizens, which is considered a form of collective punishment.
3. Urges the Palestinian National Authority to refer the file of apartheid and collective punishment to the International Criminal Court.

HRIA: Hammouri's deportation to France is a war crime

Human Rights Institutions Association - HRIA condemns the crime of deporting Jerusalemite Salah Hammouri to France and withdrawing his Jerusalemite ID by the Israeli occupation. HRIA confirms that the deportation of Hammouri is a war crime in accordance with Article (49) of the Fourth Geneva Convention applicable to the occupied Palestinian territories, which prohibits “individual or mass forcible transfers, as well as deportations of protected persons from occupied territory.”
HRIA urges all human rights and humanitarian institutions to denounce this crime and demand that the Israeli occupation allow the return of Hammouri to his hometown so that he can continue his normal life with his family members, and to stop the policy of deportation, arbitrary administrative detention and all practices that are contrary to international laws.

Human Rights Institutions Association – HRIA: The Resolution of the Fourth Committee of the General Assembly is a Victory for the Palestinian Right

The association praised the decision of the Fourth Committee of the United Nations General Assembly, the Committee on Special Political and Decolonization, which stipulates the approval of referring a Palestinian draft resolution to the International Court of Justice to issue a legal opinion on the continued Israeli occupation of the Palestinian territories.
On Friday, November 11, 2022, the Fourth Committee, Special Political and Decolonization Committee, voted on four resolutions in favor of Palestine. These decisions relate to referring a Palestinian request to the International Court of Justice to adjudicate the issue of Israel's de facto occupation of Palestinian lands, decisions related to extending the mandate of the United Nations Relief and Works Agency for Refugees, as well as the illegality of Israeli settlements.
These decisions come in line with hundreds of international resolutions and positions issued by the United Nations that affirm the necessity for ending the occupation and the right of the Palestinian people to self-determination and to build their independent and fully sovereign state.
HRIA confirms that such decisions strengthen the conviction of the Palestinian people and their leadership in the system of international law and the United Nations, and give them motivation to continue the legal prosecution of the Israeli occupation for its crimes against the Palestinian people.
The association renews its praise for these decisions and appreciates the active Palestinian diplomat in mobilizing international public opinion in favor of Palestine. It also thanks the countries that voted in favor of the decisions and supported the Palestinian right. It hopes that the next decision of the International Court of Justice will be consistent with the facts on the ground, by approving the continuation of the Israeli occupation of the Palestinian territories, because of its great role in besieging the occupation, restricting it and forcing it to respect the provisions, rules and decisions of international law and the United Nations. HRIA urges the United Nations to find a practical mechanism to implement the United Nations resolutions, in order to achieve justice, peace and redress for the Palestinian victims who have suffered from the Israeli occupation for more than 55 years.
