💜 Family Support Center Funding Still in Limbo 💜

At Fayette County Starting Points Family Support Center, we are continuing to serve families every single day—but the uncertainty surrounding state contract funding is becoming increasingly concerning.

Although West Virginia has a state budget surplus of several hundred million dollars, Family Support Center contracts remain delayed. The West Virginia Department of Human Services (DoHS) requested revised “5th Quarter” budgets by June 26, yet we still have not been instructed when to submit invoices. That means payment before the quarter ends on September 30 is becoming increasingly unlikely.

Adding to the concern, the 5th Quarter was not fully funded at the level outlined in our contract. Family Support Centers already experience long waits for reimbursement, and this funding shortfall creates even more uncertainty for the services families depend on.

This isn’t just affecting Fayette County. All 58 Family Support Centers across West Virginia are experiencing similar delays. We’ve also learned that other community programs—including Legal Aid, Child Care Resource Centers, and Community & Technical Colleges—are facing contract disruptions as well.

Even school clothing voucher funding for families has been delayed despite the state’s budget surplus.

The frustrating reality is this: the West Virginia Legislature already approved funding for these programs. This is not a lack of funding—it is a delay in releasing the funds and communicating timelines.

Here in Fayette County, our Family Support Center is there whenever families need us. Whether it’s responding after devastating floods, helping during the COVID-19 pandemic, assisting families during SNAP benefit delays, providing emergency resources, connecting families to child care, parenting support, food assistance, or strengthening children through early childhood programs—we continue to answer the call.

Every day these contracts remain delayed makes it harder to retain dedicated staff and continue providing the high-quality services our children and families deserve.

We sincerely appreciate Delegate Elliott Pritt, Delegate David Green, Senator Vince Deeds, and Senator Brian Helton for their continued support of Family Support Centers and the families of Fayette County.

Please contact Governor Patrick Morrisey’s Office and respectfully ask that the Department of Human Services release the Family Support Center grants that have already been approved and funded by the Legislature—at the full contracted amount.

On Friday, July 3, 2026, the City of Montgomery will be hosting fireworks and other Independence Day festivities. Fireworks will start at 10:00PM, with festivities on Third Avenue beginning at 6:00PM. We look forward to seeing everyone!
