This new approach is needed because of the epidemic that has been created in the inner cities of this country-America-United States. The time is now to correct the mistake that we all have been apart and that is to think that every student is going to college. History of the school system in Gary. Back in the early 1900’s U.S. Steel was brought to shores of Lake Michigan and Gary was formed. Steel
they needed certain skills. Those skills had to be taught to immigrants coming from Europe. And when they landed in United States, the first city they asked for was Gary, IN. The 1st superintendent of Gary, __________________back in 1900’s to needed 1000 of workers, Gary was the Mecca of jobs. !950’s 48 to 50,000 people in this area. So the school curriculum that was brought forth was teaching of trade was:
• mill Work
• Welding
• Machine work
But now, U.S. Steel only employed 8K people. So the employment dropped so drastically compared to the past. When the students who graduated that were not going to college =, then they would go get employed at the U.S. Steel. Unfortunately, those jobs are not readily available and the options are only the low-paying jobs without any future for growth. The solution is to bring the new innovation of how to train the youth of Gary of how to properly prepare for the professional work place that demands trained educated, prepared, individuals. Once they train to make enough money to be viable citizen in the city of Gary, IN. And only way to do that, is to create a plan to teach our young people construction. One thing about construction, once you become a journeyman, you never forget the trade. Since E.T. in union in 1978, they’re less black minorities in the trade today than there were in the 1970’s. Therefore, we have to come up with a “Common Sense Approach”
In order to change the environment that has been created for our youth. Comprehensive Plan: ETF have come up with a comprehensive plan to train 2000 young people in city of Gary in the construction field so that they can OTJT with a journeyman, tradesman that work with a contractor and learn the different crafts hands on. During the 1st stage they all come in as laborers. The reason is their 1st on the job site, the one that works in all areas and the last to leave the site. Positive Action: After completing 16 wk training program, then we’ll get them prepared for the union.
