The mission of the Garland Housing Finance Corporation is to provide financing for low and moderate-income familes and individuals to have access to affordable rental and owner-occupied housing located within the city limits of Garland, Texas. We further this mission through issuance of single-family and multi-family renevue bonds, effective management of housing grant programs for down payment an

d closing cost assistance, and direct ownership of both multi-family and single-family properties located in Garland, Texas. The programs offered through the GHFC are designed to stimulate increased affordable housing opportunities for Garland residents through below market, 30-year fixed-rate home mortgages, down payment loans and gifts, and tax-exempt financing for constructon of new multi-family rental communities and/or acquisition and rehabilitation of existing apartment complexes.

After almost five years of research, planning, engineering and design, GHFC has begun construction of an affordable community for our senior neighbors. Construction is expected to be completed in mid 2027. The City of Garland has played a major role in helping to get this new community moving and GHFC expresses its great appreciation to the City Council and City Staff who have been so supportive of our efforts.

At the recent groundbreaking ceremony, GHFC Board Members, along with Mayor Hedrick and Councilmembers Beard and Williams turned a spade of ceremonial dirt to officially kick off construction!

We look forward to an exciting Grand Opening next year!

GHFC Board Members and Senior City Staff members were joined by Mayor Dylan Hedrick and Councilmembers Beard and Williams for a special preview of a new home on Shorehaven Drive.

GHFC in partnership with the City’s Community Development Department purchased a burned out structure, cleared the lot and now have built a new home for an income limited Garland family.

GHFC continues in its mission to help provide affordable homes in Garland.

Our beloved Jeanne Talerico passed away on Saturday, August 23, 2025.

For 22 years, Jeanne led TALHFA as the Executive Director, and worked tirelessly to ensure that Housing Finance Corporations met the needs of their diverse communities. Jeanne was not only passionate about affordable housing, but was a driving force for improving the lives of the people who needed a hand up!
She will be remembered for her commitment, energy and mentorship to everyone she met.

She was a bright light in the world!
