🚨 CHILD SAFETY ALERT 🚨

A Baltimore middle school teacher, Rogie Legaspi, has been arrested in Chester County, Pennsylvania. He has been charged with trafficking a minor, sexual assault related offenses, and other crimes involving a child.

According to prosecutors, investigators say the alleged abuse began after Legaspi contacted the victim online when the child was 12!!!! Authorities allege the abuse continued for approximately two years.

Legaspi was arrested on September 18, 2026, after investigators arranged a meeting in Chester County. He remains in Chester County Prison after being unable to post $5 million cash bail. His preliminary hearing is scheduled for October 19.

There is something every parent, caregiver, educator, and community member can take from this:

Our children need us to be paying attention.

Trafficking and exploitation do not always begin with a stranger approaching a child in person.

Sometimes it begins with:
• A social media message
• A private online conversation
• An adult offering gifts, money, attention, or secrecy
• An adult slowly building trust with a child
• A child being made to believe the relationship is “special” or “their secret”

Talk to your children.
Know who they are communicating with online.
Teach them that adults should never ask them to keep secrets from trusted adults.
And most importantly—make sure they know they can come to you without fear of punishment or blame.

PROTECT PENNSYLVANIA CHILDREN IN THE AGE OF AI

Technology is changing.
Child protection must keep up!

Artificial intelligence is creating new challenges for child safety; including manipulated images, digital exploitation, coercion, and other emerging threats.

Pennsylvania has an opportunity to act!!

We are asking the Pennsylvania General Assembly to:

• Pass Senate Bill 1050
• Strengthen Pennsylvania’s child-protection reporting systems
• Invest in education and prevention
• Continue addressing emerging forms of technology-facilitated child exploitation
• Keep children at the center of our response

We don’t have to fear technology to recognize its risks.

We don’t have to ban AI to demand accountability.

We can educate.
We can prevent.
We can advocate.
We can protect.

Another Child. Another Position of Trust. Another Reminder Why Prevention Matters.

A recent arrest in Bensalem Township has left many parents shaken.

According to the Bensalem Police Department, a school bus aide was arrested following an investigation into the reported sexual assault of a juvenile student.

Police say surveillance footage showed the aide repeatedly touching the child’s leg and inner thigh. Investigators also reported that the child tried to move away and protect herself, but the unwanted contact continued. Police further stated that the suspect appeared to be using a cellphone to record videos or take photographs during the incident and that additional concerning behavior was observed on the surveillance footage.

The suspect has been charged with Endangering the Welfare of a Child, Corruption of Minors, and two counts of Indecent Assault. Police say he was arraigned, bail was set, and he was remanded to the Bucks County Correctional Facility.

Our hearts are with the child who had the courage to come forward. Reporting abuse is never easy, and every child deserves to be believed, protected, and supported.

This case is a powerful reminder that child safety extends beyond the classroom. Abuse can occur anywhere children are placed in the care of trusted adults. That’s why education, awareness, and prevention matter.

Teach children that they have the right to say “no” to unwanted touch. Encourage open conversations. Take every disclosure seriously.

Someone is buying a child.

Not tomorrow.

Not somewhere far away.

Right now.

While you read these words, a child somewhere is being exploited for someone else’s profit or sexual gratification.

It isn’t a scene from a movie.
It isn’t a story from decades ago.
It isn’t only happening in another country.

It is happening today.

The hardest truth to accept is this:

Children are not trafficked because they are invisible.

They are trafficked because someone chose to exploit them—and because too many adults don’t recognize the warning signs until it’s too late.

Human trafficking doesn’t begin with an abduction.

It often begins with trust.
A message.
A game.
A social media app.
A promise.
A secret.
A vulnerable child looking for connection.

That’s why prevention matters.

That’s why education matters.

That’s why conversations with our children matter.

Today is World Day Against Trafficking in Persons.

Don’t let today end with simply feeling heartbroken.

According to law enforcement, the investigation focused on individuals who were allegedly using online platforms to communicate with minors. Authorities stated that the operation was part of a proactive effort to identify potential threats and help protect children before further harm could occur.

Cases like this are an important reminder that online safety is a daily conversation—not a one-time lesson.

Whether your child uses social media, online games, messaging apps, or video platforms, staying involved in their digital world can make a meaningful difference.

Here are a few ways families can help promote online safety:
• Keep communication open and judgment-free.
• Know which apps, games, and platforms your child is using.
• Review privacy settings and online friends together.
