Oswego County Emergency Communicators/RACES The OCEC/RACES is a manpower resource that provides professional skills to the Office of Emergency Management and the government of Oswego County.

These skills include administrative and logistical communications to the emergency service agencies within the County and to other jurisdictions including the State Emergency Office when needed. The OCEC/RACES is administered under the guidance of the Oswego County Emergency Management Director. In May 1951, then New York State Radio Officer, Vincent T. Kenny, W2BGO, spearheaded the establishment

of the Northeast United States Civil Defense Amateur Radio Alliance (USCDARA). In 1955 this group promoted adoption of a Standard Operating Procedure, channelization of the RACES frequency allocations, uniform message forms, etc. The Federal Communications Commission established the Radio Amateur Civil Emergency Service (RACES) effective August, 15, 1952 to meet the needs of the Federal Civil Defense Administration (FCDA), state and local governments. If ever again there is a need to suspend Amateur Radio operation because of a national crisis, RACES will remain on the air serving the needs of the government. Since those early days, the oversight of RACES has been given to the local office of Civil Preparedness to meet the needs of the local government during emergency situations.

Granted we don’t get hurricanes in Upstate New York, however the preparedness for any and all emergencies is always a good thing. Having a plan, emergency supplies, and providing a safe environment just encase will be beneficial if you experience any and all emergencies.

It’s Hurricane Preparedness Week! Now’s the time to get ready. Create an emergency kit and include:

🥫 Enough food and water to last everyone at least three days

Is Field Day a contest or disaster preparedness?

Hams have been arguing about this for 90 years. And honestly? Both sides have a point.

Every June, 40,000 operators across North America abandon their homes, kill the power grid, and set up in fields and parking lots for 24 hours straight.

The "it's a contest" crowd:
🏆 There's a scoreboard
🏆 Clubs compete fiercely for top spots
🏆 Some teams stay up all night chasing contacts

The "it's training" crowd:
📡 After 9/11, ham radio was the only comms link standing in parts of NYC
📡 After Katrina, hams reunited thousands of families when every tower was down
📡 You can't learn this under pressure. You train before the pressure hits.

Here's the truth nobody wants to admit:

The competition IS the training.

The scoreboard forces you to operate fast, clean, and under stress — exactly what a real disaster demands.

Every contact logged at 3am in a folding chair is a rep. And when the grid actually goes down, those reps are the difference between useful and useless.

So Field Day 2026 on June 27–28 will be the 93rd running of the event.
