For Homeless Liaison Officer C.J. Patopoff, working with the HOPE Center is about more than connecting individuals experiencing homelessness with resources. It's about building relationships and helping people find a path toward stability.

After a year of working with the HOPE Center, Officer Patopoff has helped three individuals in Cypress secure housing, seeing firsthand the impact that compassionate outreach and collaboration can have.

Every connection matters, and every success story is a reminder of what's possible when we work together to support those in need.

Collaboration is at the heart of effective outreach.

During a recent outreach effort in Fullerton, HOPE Center Outreach Coordinator Aimee Hurtado joined Fernando Torres, Community Outreach Specialist with the City of Fullerton Housing Division, to connect with individuals experiencing homelessness, share information, and help link people with available resources and services.

By working alongside local agencies and community partners, the HOPE Center can help coordinate a more informed and connected response—bringing the right resources directly to people who may need them.

For Elmer Flores, helping people experiencing homelessness has been more than a job. It’s been a commitment he’s carried throughout his career.

After more than a decade working in emergency shelters, supportive services, and now with the HOPE Center, Elmer has seen firsthand how important it is to connect each person with the right resource for their individual needs, whether that means shelter, mental health care, behavioral health services, substance use support, or simply someone willing to listen and help.

Today, he’s grateful to be in a position where he can work directly with clients and help turn a difficult moment into a path forward. 💙

Collaboration is at the heart of the HOPE Center’s approach.

As Doug Chaffee, Chairman of the Orange County Board of Supervisors, shared, bringing cities, law enforcement and homelessness response specialists together helps connect people with the right resources at the right time.

This regional approach also helps relieve pressure on local police departments, allowing officers to stay focused on patrol while trained specialists respond to non-emergency homelessness-related needs.

Together, we’re building a more coordinated and effective response across North Orange County.

The HOPE Center was proud to join National Night Out celebrations in Fullerton, Brea, and Placentia!

Our team spent the evening connecting with residents, local law enforcement, and community partners while sharing information about the HOPE Center’s services. Events like these help strengthen the relationships that make it possible to connect people experiencing homelessness with the right resources and support.

"Collectively, we're bigger than the city of Anaheim."

Officer Hawley on why North Orange County's regional approach works. Individually, our 12 cities don't register as major population centers. Together, they outsize Anaheim, Irvine, and Santa Ana, and so does the homeless population they serve.

Bigger cities often get the attention and the funding. So our cities made an intentional choice: approach this as a group, support one another, and pursue the resources needed to fund the larger projects that no single city could take on alone.

That's the model behind the HOPE Center, shared resources, coordinated response, stronger outcomes across the region.

"Oftentimes law enforcement may not be the right solution to the problem."

Officer Hawley explains why regional partnership matters. These calls are complex, and in North Orange County the same individuals often move from city to city.

That's why agencies across the region work with the HOPE Center, not to displace the problem, but to solve it collaboratively, so people get the right response from the right team.
