A baby’s heart starts beating approximately 22 days after conception, and can be heard in the average clinical setting at roughly six weeks. Banning all abortions after this point would cut the abortion rate by 80 percent or so. A million American lives would be saved each year. That is why we at PRI support Heartbeat legislation. So does the public at large, which agrees that it is wrong to stop
a beating heart. PRI is 100 percent pro-Life. We believe that Life should be protected at every stage of its existence, from conception to natural death. Our ultimate goal is not only to overturn Roe v. Wade, but to pass a Human Life Amendment to the U.S. Constitution which would ensure that the preborn have the same rights as the already born. At the present time, however, we do not have the votes in the House and Senate to accomplish this end, and so we must prayerfully discern a strategy that will take us where we want to go. Such a strategy, we believe, consists of a series of laws at the state and federal level that will first eliminate most, and finally eliminate all, abortions. Again, our goal is to put abortion on the road to absolute extinction, as soon as possible. Heartbeat legislation shows significant promise and a strong likelihood of success. It has widespread grassroots support. It is already educating millions about the evils of abortion. And it will, if passed, end the majority of all abortions overnight. Such a law, or similar laws, in no way endorse the abortion of those who, in this case, do not have detectable heartbeats. In fact, the heartbeat legislation that we support specifically states that “Nothing in this law shall be construed as to create a right to an abortion.”
