Neighbors, in keeping with the committed full transparency of the Board. Attached is the letter I sent to the City Council regarding the issue of continued missed trash and recycle collection due to the Heritage HS Students parking on Spruce Pine Trail.
I have heard back from the City Council directly and will be meeting with the City Manager and Council members on a proposed solution in our favor. I hope to have an update by the next Board meeting in February.

Subject: Request for Parking Restrictions on Spruce Pine Trail to Restore Trash and Emergency Service Accessibility and Ensure Resident Safety
Dear Honorable Members of the Frisco City Council,
On behalf of the Villages at Willow Bay Homeowners Association, representing 1277 homes, I write to formally address an ongoing and pressing concern affecting our community.
This issue involves significant disruptions in essential City services—specifically trash and recycling collection—along Spruce Pine Trail, located immediately west of Heritage High School. Additionally, the dense parking along this street raises serious safety concerns, as emergency service vehicles—such as fire trucks and ambulances—may be unable to safely traverse the road, potentially delaying response times in critical situations. These disruptions currently impact more than 42 households along several streets in the northern section of our neighborhood.
Following discussions with the city and the contracted waste service provider, it is evident that the primary cause of these disruptions is the frequent and dense parking along Spruce Pine Trail. This parking is largely attributable to high school students who utilize the street to avoid paying for on-campus parking permits.
While we recognize that Spruce Pine Trail is a public roadway, the absence of appropriate parking restrictions has created logistical challenges that now impede the provision of critical City services. Moreover, the lack of access raises a serious public safety concern. If a standard trash truck is unable to navigate the street, larger emergency vehicles such as a Quint fire truck or ambulance will face similar, if not greater, difficulties in accessing residences during emergencies. Any delay in emergency response times could have dire consequences for the well-being of our community members.
To address these challenges and safeguard our residents, we respectfully request that the City Council take the following actions:
1. Install No-Parking Signs: Designate key areas along the east side of Spruce Pine Trail as no-parking zones to ensure unobstructed access for trash collection trucks, emergency vehicles, and other service vehicles. Notably, the west side of Spruce Pine Trail is already designated as a no-parking zone, and a similar restriction on the east side would provide the necessary clearance for larger vehicles.
2. Establish Time-of-Day Parking Restrictions: Implement restricted parking hours along the east side of Spruce Pine Trail, such as “No Parking 6:00 AM to 6:00 PM, Monday through Friday,” to coincide with the peak times of high school traffic.
The current situation is more than an inconvenience—it directly disrupts basic services, jeopardizes public safety, and creates frustration among residents who rely on uninterrupted access to municipal and emergency services. As the governing body of the Villages at Willow Bay HOA, we are committed to advocating for the safety and well-being of our community. We firmly believe that the proposed measures will mitigate these issues, restore service reliability, and improve both traffic flow and safety in the area.
