Dear Residents,

We’re pleased to announce that the pool is now open for the season! Please take a moment to review the pool rules below to ensure a safe and enjoyable environment for everyone.

Please note: if you are delinquent on your account, you will not have access to the pool until the balance is paid in full.

Key Reminders:

NO LIFEGUARD on duty. Use these facilities at your own risk.
NO DIVING is allowed. NO DIVING OR JUMPING next to fountain.
Pool Hours Sunday - Saturday 7:00 am to 10:00 pm
Only FOUR (4) guests allowed per household. A resident MUST accompany guests.
A valid key or access card must be used to access the pool area. Gates must remain closed and locked at all times. TRESPASSING WILL NOT be tolerated.
Glass objects of any kind are prohibited in the pool area.
NO ALCOHOL or TO***CO products are allowed in the pool or seating area.
Food and non-alcoholic beverages are allowed only in the seating areas. No food or beverages are allowed in the pool.
NO PETS, bikes, scooters, roller blades, roller shoes or other athletic equipment allowed in the pool area.
Emergency equipment is to be used for emergencies only.
Access to the equipment area is restricted to authorized personnel.
Proper swimwear is required. No jeans or cut-offs allowed.
No running, roughhousing or general horseplay that will endanger the safety and comfort of others.
Radios and other noise should be maintained at a low level at all times.
No air mattresses, large pool floats or lounges in the pool. Swim vests and small flotation aids are allowed. No sliding down pool hand rails.
Persons with skin diseases, open sores or wounds, inflamed eyes, nasal or ear infections or any communicable diseases are not allowed to use the pool.
For the health and safety of the residents, children not reliably potty-trained must wear SWIM DIAPERS while in the pool. Accidents in the pool require that the pool be closed for 24 hours, per the Texas State Health Department.
CHILDREN UNDER THE AGE OF 16 MUST BE ACCOMPANIED BY AN ADULT 18 YEARS OF AGE OR OLDER. Adults should not swim alone.
Adult swim time on Saturday mornings from 7-9 a.m. No one under the age of 21 will be permitted in the pool area during this time.
No lewd acts or nudity.

Important Pool Update from the HOA

Dear Residents,

It has come to our attention that the physical locks on the pool gates were inadvertently left open by one of our contractors during ongoing preparations for the upcoming pool season. This allowed for the resident keycards to operate as designed.

I want to personally apologize for this oversight and assure you that it is being addressed immediately.

Please be advised that the pools are not yet ready or safe for use. Our teams are actively working to prepare the area for the official season opening on May 9th, and the facilities are currently unsuitable for guests due to ongoing maintenance and safety checks, and final inspections by the City of Frisco.

As your HOA President, I take full responsibility for this lapse by our contractors and appreciate your understanding and cooperation. The safety and well-being of our community is our top priority.

Neighbors, in keeping with the committed full transparency of the Board. Attached is the letter I sent to the City Council regarding the issue of continued missed trash and recycle collection due to the Heritage HS Students parking on Spruce Pine Trail.

I have heard back from the City Council directly and will be meeting with the City Manager and Council members on a proposed solution in our favor. I hope to have an update by the next Board meeting in February.

Subject: Request for Parking Restrictions on Spruce Pine Trail to Restore Trash and Emergency Service Accessibility and Ensure Resident Safety

Dear Honorable Members of the Frisco City Council,

On behalf of the Villages at Willow Bay Homeowners Association, representing 1277 homes, I write to formally address an ongoing and pressing concern affecting our community.

This issue involves significant disruptions in essential City services—specifically trash and recycling collection—along Spruce Pine Trail, located immediately west of Heritage High School. Additionally, the dense parking along this street raises serious safety concerns, as emergency service vehicles—such as fire trucks and ambulances—may be unable to safely traverse the road, potentially delaying response times in critical situations. These disruptions currently impact more than 42 households along several streets in the northern section of our neighborhood.

Following discussions with the city and the contracted waste service provider, it is evident that the primary cause of these disruptions is the frequent and dense parking along Spruce Pine Trail. This parking is largely attributable to high school students who utilize the street to avoid paying for on-campus parking permits.

While we recognize that Spruce Pine Trail is a public roadway, the absence of appropriate parking restrictions has created logistical challenges that now impede the provision of critical City services. Moreover, the lack of access raises a serious public safety concern. If a standard trash truck is unable to navigate the street, larger emergency vehicles such as a Quint fire truck or ambulance will face similar, if not greater, difficulties in accessing residences during emergencies. Any delay in emergency response times could have dire consequences for the well-being of our community members.

To address these challenges and safeguard our residents, we respectfully request that the City Council take the following actions:

1. Install No-Parking Signs: Designate key areas along the east side of Spruce Pine Trail as no-parking zones to ensure unobstructed access for trash collection trucks, emergency vehicles, and other service vehicles. Notably, the west side of Spruce Pine Trail is already designated as a no-parking zone, and a similar restriction on the east side would provide the necessary clearance for larger vehicles.

2. Establish Time-of-Day Parking Restrictions: Implement restricted parking hours along the east side of Spruce Pine Trail, such as “No Parking 6:00 AM to 6:00 PM, Monday through Friday,” to coincide with the peak times of high school traffic.

The current situation is more than an inconvenience—it directly disrupts basic services, jeopardizes public safety, and creates frustration among residents who rely on uninterrupted access to municipal and emergency services. As the governing body of the Villages at Willow Bay HOA, we are committed to advocating for the safety and well-being of our community. We firmly believe that the proposed measures will mitigate these issues, restore service reliability, and improve both traffic flow and safety in the area.

Monument (Entrance) Improvements

Homeowners have been expressing interest in improving neighborhood entrances, which play a crucial role in enhancing the overall appeal of our community. In response, the board has initiated improvements to these spaces.

We’ve collaborated with our landscaping vendor to design a low-maintenance and cost-efficient landscaping plan that complements the aesthetics of neighboring communities.

The improvements have already been completed at two entrances: Tangerine & Eldorado and Fragrant & Eldorado.

Before proceeding with upgrades to the remaining five entrances, we believe it’s essential to gather feedback from the residents.

We kindly request that you take a look at the two entrances (North - Tangerine, North - Fragrant) and provide some constructive feedback.

Exciting Greenbelt Improvements Coming to Our Neighborhood!

As discussed at the Annual Meeting, the City of Frisco has planned a significant project that will enhance the greenbelt running through the north side of our neighborhood. This project will span from the North Pool on Pond Cypress all the way to Coit Rd. at Buckeye.

Earlier this year, the City contacted us to request temporary and permanent easements to facilitate this initiative. In return, the City has committed to several improvements that will align our greenbelt with Frisco’s updated greenbelt standards.

Key Improvements Include:
Widening the walking path to 10 feet for easier and safer use.
Planting 50-60 new trees along the path, enhancing the natural beauty and shade in the area.
The project is scheduled to begin in the first quarter of 2025 and continue through 2026. At this time, specific details about when construction will impact the greenbelt are not available.

Additional Details:
Attached to this post are artist renderings of the proposed improvements, which I signed off on in May. Please note that the final tree locations are subject to adjustments based on input from the City’s engineers and utility teams.

We’re happy to announce that new furniture has been added to both the north pool and south pool areas! 🎉 Please enjoy the new chairs and loungers as we work to keep our community spaces fresh and welcoming for everyone.

As a friendly reminder, we kindly ask all homeowners and their guests to treat the new furniture with care:

Please do not place chairs in the pool.
Avoid jumping or standing on the chairs to prevent damage.
Handle all furniture gently to extend its life and keep it looking great for everyone.

Neighbors! Unfortunately, we have had to close the North Pool due as a precaution due to a potential life safety issue with one of the in-pool lights.

We apologize in advance for the inconvenience and will get it repaired quickly. Unfortunately it will likely be Monday.

The South Pool and Splash Pad are still open, so feel free to use them instead.
