The Great Lakes Consortium for International Training and Development in Northwest Ohio- a program of Great Lakes Community Action Partnership, formerly known WSOS Community Action Commission, Inc. - received the first Professional Fellows grant in September 2011 from the US State Department Bureau of Educational and Cultural Affairs Office of Citizen Exchange for a Legislative Fellows Program: "
CITIZEN LEGISLATIVE ADVOCACY IN MINORITY COMMUNITIES"
We received the 2nd Professional Fellows Program grant for "BUILDING GRASSROOTS DEMOCRACY IN MINORITY COMMUNITIES" in September 2012. We were selected for the 3rd PFP grant on "SUSTAINING CIVIC PARTICIPATION IN MINORITY COMMUNITIES" and the contract with the State Department is in the process to implement the program from September 2014. The exchange programs included activities in and partners from Bulgaria, Hungary, Romania, Slovakia and USA for about 2 years, with many post-grant activities afterwards. From 2018 we included Albania in these exchanges as well with new grants on "SHAPING PARTICIPATORY DEMOCRACY" theme. The exchange activities with 5 European countries and USA will continue until 2022. In 2021 we were selected for a new grant Professional Fellows Program grant on " EMPOWERING CITIZEN-LED DEMOCRACY". This is a renewable grant that may allow us to continue with two additional program years if the program is successful and funding will be available. Collaboration with partners in community organizing incl. ECON (European Community Organizing Network) and CEECN (Central and Eastern European Citizens Network) and in the selected countries started in 2010 with David Beckwith leadership from Toledo, whom we suddenly lost in February 2022, but the legacy of him in helping us to start and successfully continue our GLC TEACH DEMOCRACY program focusing on community organizing will live with us as we continue on this road. The lessons he taught us will guide us as we engage, train and mentor young organizers in Europe and challenge US organizers to get involved in this effort spreading community organizing in Europe. We are forever grateful to Dave for his vision for our program and to his wisdom and contribution to its success. Thanks also to all other US Advisors on this program incl. The GLC Alumni Network is launching an international virtual fellowship designed for grassroots leaders committed to active citizenship and building community power for social and environmental justice. To learn more about this opportunity, an online information session will take place on February 5th, 2026, at 4:00 pm CET.
During the session, the fellowship program will be presented in detail, including its goals, structure, and detailed calendar. Alumni from previous editions and program mentors will join the conversation to share their firsthand experiences, lessons learned, and the impact the fellowship has had on their work. Participants will also have the opportunity to ask questions and connect directly with the people behind the program.

The GLC Alumni Network is a group of 450+ community organizers, civil activists and leaders, working tirelessly to advance social and environmental justice in Central and Eastern Europe, and the US.
Our funding was cut, but we are determined to keep engaging and supporting our community members, and keep promoting community organizing, especially in communities and regions where social justice and human rights are most at risk.
To be able to do that we seek resources for the Dave Beckwith Memorial Fund. It would allow us to stay together in 2026 and depending on the resources we manage to raise would:
👉 Keep 500+ organizers connected and informed by operational channels, including website, newsletter, social media groups;
👉 Organize virtual community events on topics of common interest;
👉 Pilot affinity groups and community of practice;
👉 Launch peer-to-peer program for mentoring and community support;
👉 Recruit and train a new cohort of organizers from Central and Eastern Europe;
👉 Support trips between the US and Central and Eastern Europe, expanding impact in the sending and hosting communities.
Our alumni continue fighting for social and environmental justice in an increasingly difficult context and our network wants to support them. Please help us do that!

The U.S. Department of State has announced the 2025 Alumni Impact Awards, which will honor alumni whose participation in the program contributed to their ability to make a positive impact on their communities, regions, or countries. The award will cover all travel expenses related to attending the Professional Fellows Congress in Washington, DC in June 2025, and will include the opportunity to deliver a speech to the current cohort of Professional Fellows. As an awardee, you would be publicly recognized for your success, and you would have the opportunity to mentor the next generation of emerging leaders and inspire them with your story of how your Professional Fellows Program led to your current achievements.
We hope that you will consider applying for this award. The application requires two short essays (250-600 words) and one letter of recommendation from someone who is familiar with your professional work. We received the 2nd Professional Fellows Program grant for the same countries "BUILDING GRASSROOTS DEMOCRACY IN MINORITY COMMUNITIES" in September 2012.
In September 2014 we were selected for the 3rd PFP grant on "SUSTAINING CIVIC PARTICIPATION IN MINORITY COMMUNITIES" which was a renewable grant, so we continued the PFP with additional (4th and 5th) grants in September 2015 and September 2016 with the same focus and same countries.
In September 2017 through a new competitive process we were awarded a new Professional Fellows Program grant “SHAPING PARTICIPATORY DEMOCRACY” which included one more country Albania to our previous 4 European countries. This grant was also renewable for an additional two years, so we continued this exchange with a new grant in September 2018 and September 2019. This last grant will allow us to continue our work until the end of 2021.
The PFPs in each grant cycle include activities in the US and in selected countries of Europe, as well as on-line training and engagement for about 2 years with many post-grant activities afterwards. Building a strong GLCAP PFP ALUMNI community from fellows participating in the program from the beginning has been a special focus in order to share professional experience and develop collaboration within country and also regionally within Europe and/or also with the U.S. alumni mentor partners. By the end of 2019 we had a total of 256 PFP alumni in Europe and more than 110 in the USA who participated in the exchanges in the past years.
Success stories were published in “Taking Action-Changing Lives in Minority Communities” Volume I (in 2014); Volume II (in 2015) ; Volume III (in 2017); Volume IV (in 2018), Volume V (in 2019).
Brief history:
In each PFP we have a special focus on sharing community organizing knowledge and experience, provide training and tools that can be useful to engage and empower different minority and disadvantaged groups in identifying and solving some of their common issues in their communities. Collaboration with partners in community organizing incl. ECON (European Community Organizing Network) and CEECN (Central and Eastern European Citizens Network) and in the selected countries started in 2010 with David Beckwith leadership from the US, with additional support -as advisors - later from Cris Doby, Peter Ujvagi, Sondra Youdelman. In Europe we received support and advise throughout these years from Chuck Hirt, Paul Cromwell, Kajo Zboril.
