Council History

The Council of Re****ed Persons of Sandusky County began in October of 1955 under the leadership of Lillian Wonderly, a parent of a child with a disability. During the beginning years, the first classes were held in the old YMCA building on East State Street and were operated entirely by donation. Mark’s Lutheran Church building where it stayed until 1963. At that time it moved in

to a new school building at the present site, located at 1001 Castalia Street. The Council became the Board of Directors of the Council for the School of Hope. They were the governing body until this responsibility was taken over by the “169” Board. The Council at one time was part of the state’s Association for Re****ed Citizens (ARC). It is presently a group unique to Sandusky County. The Council has a Board of Trustees, goals, a budget, and looks to provide areas of unmet need. The Council’s goal is to support the School of Hope and eligible persons from Sandusky County with various projects throughout the year. We have sponsored:

- Levy Campaign Support
- Summer Recreation for students with financial support from Sandusky County United Way
- High School Scholarships
- Various equipment upgrades for School of Hope
- Holiday Parties for eligible adults and Christmas gifts for School of Hope students
- Staff appreciation meal
- We are able to afford these endeavors due to annual fundraising efforts through our Derby Event. Council Officers & Trustees:

What an unforgettable Kentucky Derby Gala! Thank you to everyone who made this special day and evening possible in support of individuals with disabilities and their families in Sandusky County!

Finally, the Council is honored to sponsor a continuing education scholarship for disability service providers who wish to grow in their careers. Our Scholar in Progress Scholarship was awarded to Emily Hoelzle of Fremont.

From Emily’s nomination (in part):

“My understanding of working with individuals with developmental disabilities has been shaped through a combination of academic coursework, professional field experiences, and personal challenges. These experiences have provided me with a comprehensive perspective on the importance of early intervention, inclusion, and family-centered support.

During my pursuit of an associate degree at Terra State Community College, I completed extensive field experiences at the School of Hope between 2013 and 2016. In this setting, I worked directly with children who had a wide range of developmental abilities and needs. This experience allowed me to observe how individualized instruction, consistency, and patience contribute to positive developmental outcomes.

I will have only one remaining practicum before earning my bachelor’s degree.

Throughout my studies at Eastern Kentucky University, I have earned final grades of A or B in all coursework, demonstrating consistent academic achievement. After graduation, my professional goal is to work as an early childhood intervention specialist. I aspire to support children and their families by providing evidence-based strategies, resources, and guidance that promote developmental progress and overall well-being. I strongly believe that early intervention can significantly improve outcomes for children with developmental disabilities and empower families to support their child’s growth.”

And we are honored to recognize another 2026 Scholarship Winner, Lexi Moon of Lakota High School! Lexi will be attending Heidelberg University this fall, where she plans to pursue a degree in Sports Management and Business Administration.

From Lexi’s nomination (in part):

“Growing up with my oldest brother, Bodey, who has autism, has truly been a gift and not only shaped who I am but who I aspire to be.

Bodey has influenced my character by encouraging me to be patient and empathetic, as well as to strive for advocacy. Helping with Special Olympics has led to unbelievable experiences that I'm incredibly grateful to have.

My plan at Heidelberg University next year is to double major in sports management and business administration to earn my bachelor's degree. After that, I will work to get my master's in business through Heidelberg as well. By acquiring these accolades, I will gain leadership skills, marketing and organizational strategy experience, financial management knowledge, and facility and program management professionalism. My goal is to use my education to create dependable and inclusive programs.

Though I haven't decided how exactly I plan to use my degree, there are a multitude of career options I can choose from. I can open sports facilities, work with organizations like Special Olympics, manage and expand sports programs, or create a relationship to connect schools and disability organizations.”

🎓 Introducing the 2026 Council Scholarship Award Winners!

The Council for Developmental Disabilities of Sandusky County is proud to announce this year’s scholarship recipients! Three scholarships were awarded to graduating high school seniors in Sandusky County who are pursuing degrees in fields dedicated to supporting individuals with developmental disabilities, in careers such as Special Education, Counseling, Psychology, Social Work, Speech, Occupational, and Physical Therapy. This year, the Council also sponsored a continuing education scholarship.

Today, we are honored to celebrate two outstanding scholarship recipients from Bellevue High School, Allie Andres and Logan Hartman.

Allie Andres will be attending Bowling Green State University, where she plans to pursue a degree in Psychology with the goal of becoming a child psychologist. Allie is passionate about supporting children facing learning disabilities, behavioral challenges, anxiety, and trauma.

From Allie’s application:

"With the completion of my degree in Psychology, I not only hope to pursue a career in a counseling setting, but I also hope to provide more knowledge about developmental disabilities. Connections are the best way to spread knowledge, so I hope to visit nearby schools and create those bonds with students while teaching them the importance of my career. I want to break the stigma surrounding kids whose brains may not work the same as other children's. Knowledge breaks down barriers, and the more people and children who know different types of people, the fewer walls there are, and the more acceptance and understanding.”

Logan Hartman will be attending Heidelberg University this fall to major in Education, with the goal of becoming an Intervention Specialist. Logan brings a thoughtful, student-centered approach and a strong commitment to individualized learning.

From Logan’s scholar application:

"I already understand that each student will have individual needs, and I am eager to customize learning experiences based on those needs. Not only by making sure they hear what you are saying but saying it in a way that the students are able to understand and apply it to their concepts they are working on improving. I believe that growing up in this new technological world, there can be great uses of technology that can also provide additional instruction to assist them in their learning journey. Whether through communication aids or cognitive aids, I am dedicated to learning what adaptive devices will benefit my students the most...”

🎓 The Council for Developmental Disabilities of Sandusky County will award several educational scholarships in March 2026 as we celebrate Developmental Disabilities Awareness Month.

The Educational Scholarships sponsored by the council will support incoming college freshmen AND current undergraduate students in Sandusky County pursuing a degree in Special Education, Counseling, Psychology, Social Work, Speech, Occupational, Physical Therapy, or other field related to disability support services.
