This is an incredibly sad day. Hans helped us get Civil Service.
Please say a prayer for his family as they navigate through this difficult time.

The HPOU is saddened to learn of the passing of former HPOA/HPOU President Hans Marticiuc.

Hans devoted many years to serving Houston police officers, including 12 years as president of our union. His leadership and dedication to the rights, pay, and working conditions of Houston police officers left a lasting mark on this organization and its members.

Please keep his daughter, family, and friends in your thoughts and prayers during this difficult time.

Rest in peace, Hans.

The moral of tonight’s meeting:
This situation rests solely on the shoulders of the elected City Council members. Had they done even basic research, they would have known that the Civil Service Commission was required by law to be appointed within 60 days of the November election. That deadline is not optional, unclear, or hidden.

The voters did their part. The law is clear. When elected officials fail to inform themselves, it results in unnecessary delays, confusion, and a disregard for both the will of the voters and public safety. Being well-informed is not a courtesy, it is a responsibility of the office.

The Freeport Police Officers Association (FPOA) formally welcomes Dr. Danielle Kelly as the new City Manager for the City of Freeport.

The Freeport Police Officers Association represents officers who are committed to serving the community with professionalism, integrity, and accountability. While past working relationships between the Freeport Police Department and previous city managers have presented challenges, the Association views this transition as an opportunity to move forward in a positive and collaborative manner.

Dr. Kelly’s professional background, education, and leadership experience provide a strong foundation for establishing a constructive, transparent, and respectful working relationship. The FPOA remains optimistic that open communication and mutual respect will foster collaboration focused on public safety, organizational stability, and the long-term success of the City of Freeport.

Our officers want what is best for the community we serve. We look forward to working with Dr. Kelly in good faith to strengthen trust, support effective leadership, and ensure the continued safety and well-being of Freeport’s residents.

The Association also encourages community members to attend the official City-hosted Meet & Greet / Welcome Reception for Dr. Kelly, as announced by the City of Freeport. This event provides an opportunity for residents, employees, and stakeholders to welcome the City’s new manager and begin building strong community relationships.

The Freeport Police Officers Association remains committed to working collaboratively with city leadership, elected officials, and community partners to promote transparency, accountability, and public safety.

The City of Freeport is now accepting applications for the Civil Service Commission, and this is your opportunity to play a direct role in ensuring fairness, integrity, and professionalism in the hiring and promotional process for your police and fire departments.

Civil Service passed because our community believed in accountability and transparency. Now, the next step is building a commission that reflects those values — and that starts with local residents stepping up to serve.

👥 Who Can Apply?
Under Texas Local Government Code Sec. 143.006, applicants must:
• Be a U.S. citizen
• Have lived in Freeport for at least 3 years

This commission plays a critical role in protecting fair processes for the men and women who serve this city every day. If you meet the requirements and want to contribute to a stronger, more transparent Freeport, we encourage you to apply.

🚓👏Freeport Employees of the Month👏🚓

The Freeport Police Department is proud to recognize Corporal Huerta, Officer Early, Officer Gonzalez, and Officer MacAllister as September’s Employees of the Month for their outstanding bravery, quick action, and dedication to protecting our community.

Corporal Huerta, Officer Early, and Officer Gonzalez were honored for their heroic efforts in saving a suicidal individual from jumping off the 36 Bridge. Their swift response and compassion prevented a tragedy and exemplified the very best of public service.

Officer MacAllister was recognized for his extraordinary courage in rescuing a wheelchair-bound resident trapped inside her home during a house fire. His decisive and selfless actions ensured her safety and demonstrated true heroism under pressure.

Please join us in congratulating these outstanding officers for going above and beyond the call of duty. Their courage, professionalism, and dedication make the Freeport community a safer and stronger place for us all. 💙👮‍♂️
