disAbility Resource Center The disAbility Resource Center (dRC) serves people with disabilities, their families and caretakers.

The dRC is a Center a local Non-Profit Organization in Fredericksburg, Virginia 501(c)3 for Independent Living, one of 16 in Virginia, serving Spotsylvania, Stafford, King George and Caroline counties and the city of Fredericksburg and surrounding areas. The dRC’s services include advocacy, information and resources, independent living skills training, peer counseling, deaf and hard of hearing ser

vices, exercise and nutrition classes, durable medical equipment loans, veteran’s outreach, facilitation of consumer driven services, nursing home transition coordination, adult and youth advocacy groups, guidance on Social Security benefits questions, guidance on home modifications and funding for modifications, information on accessible housing, and workshops/trainings for people with disabilities, their families and caretakers, and the community. dRC is staffed and governed by a majority of individuals with a disability and the ones that don't usually have a person with a disability, as an immediate family members. of work to empower people with disabilities and foster a sense of community inclusion.

πŸ“’ Important Information for Virginians with Disabilities and Their Families β€” Please Share Widely

A significant change to Virginia law takes effect on July 1, 2026.

Historically, when a guardian was appointed for a person with a disability in Virginia, that individual's voting rights were automatically removed unless a specific request was made to preserve them.

Beginning July 1, 2026, that process is reversed.

Under the new law, individuals placed under guardianship will retain their voting rights unless the court is provided with a reason why those rights should be removed.

This change recognizes that the need for a guardian does not automatically mean a person is unable to participate in the democratic process.

If you have questions about guardianship, voting rights, or disability-related resources, the disAbility Resource Center is here to help.

New Virginia Law: Voting Rights Under Guardianship
Historically in Virginia, if a guardian was proposed and appointed for someone with a disability, voting rights were removed unless an argument was made to keep them. As of July 1, 2026 the law is changing. Now when a guardian is appointed, voting rights will be kept unless an explanation is given to the Court on why they need to be removed.
