We're talking about the person who checks on people. The one who helps when someone's car won't start. The neighbor who clears a driveway, brings over food, watches someone's kids, helps an elderly resident, or simply shows up when somebody needs them.

Halloween should be about costumes, candy, laughs and making memories — not a trip to the emergency room.
Whether you're trick-or-treating in Bald K**b, heading into Frankfort, attending a trunk-or-treat or celebrating at home, Bald K**b Community Outreach wants everyone to have a SAFE and FUN Halloween! 👻
🎃 DO: MAKE KIDS EASY TO SEE
✔ Carry flashlights or glow sticks.
✔ Add reflective tape or lights to dark costumes.
✔ Make sure masks don't block a child's vision.
✔ Choose costumes that fit properly and aren't a tripping hazard.
🚫 DON'T assume drivers can see you — especially on rural roads.
🚗 DO: SLOW DOWN!
Halloween means more children walking near roads after dark.
✔ Drive slower through neighborhoods.
✔ Pay extra attention around driveways and intersections.
✔ Put the phone down.
✔ Watch carefully when backing out.
🚫 DON'T drink and drive.
If alcohol is part of your Halloween celebration, have a sober driver or arrange another safe way home.
🍬 DO: CHECK THE CANDY
Parents should look through younger children's candy before they start eating it.
✔ Throw away anything that is open, damaged or looks unusual.
✔ Be mindful of food allergies.
✔ Keep choking hazards away from small children.
🚫 DON'T eat homemade or unpackaged treats unless you know and trust where they came from.
🏡 DO: RESPECT PEOPLE'S HOMES
✔ Stay on sidewalks and paths where available.
✔ Use driveways instead of cutting through yards.
✔ Be respectful of decorations and property.
✔ Take a reasonable amount of candy so there's some for the next child.
🚫 DON'T enter someone's home or vehicle to get candy.
👨‍👩‍👧 DO: KEEP YOUNGER CHILDREN WITH AN ADULT
Young children should always have responsible adult supervision.
For older kids going out without a parent:
✔ Know where they're going.
✔ Set a time to be home.
✔ Keep phones charged.
✔ Have them travel with friends.
✔ Agree on where they should go if they become separated.
🚫 DON'T let anyone wander rural roads alone after dark.
🐕 DO: REMEMBER THE PETS
Constant doorbells, strangers and costumes can be stressful for animals. Keep pets safely secured and away from the door if necessary.
🚫 DON'T assume even a normally friendly animal will react normally to masks, costumes and excited children.
🔥 DO: THINK ABOUT FIRE SAFETY
Battery-operated candles are a much safer choice for pumpkins and decorations around children.
Keep costumes, hay, cornstalks and other decorations away from open flames and heat sources.
🚫 DON'T leave candles or fires unattended.
📍 IF A CHILD GETS LOST
Teach children before going out:
• Find a uniformed police officer, firefighter or event worker when possible.
• If trick-or-treating in a neighborhood, approach a well-lit home with an adult present.
• Know a parent's full name and phone number.
• Older children should have a charged phone.
Parents: consider putting your phone number somewhere on younger children's costumes — but not their name prominently on the outside.

Call 911 for:
• A missing young child
• Serious injury or medical emergency
• Fire
• A suspected impaired driver creating an immediate danger
• An immediate threat or dangerous situation
If someone's safety is in immediate danger, make the call.

Winter weather hits a little differently when you live in rural Franklin County.
Snow and ice can mean blocked driveways, difficult back roads, frozen pipes, power outages and longer emergency response times.
Don't wait until the forecast calls for a major storm to start preparing.

• Check your primary heat source.
• If you use propane, heating oil, wood or pellets, make sure you have an adequate supply.
• Disconnect outdoor hoses and protect exposed pipes.
• Know where your main water shutoff is located.

• Make sure necessary medications are filled.

• Connecting residents with available community resources
• Assistance accessing homes or driveways following significant snowfall
• Coordinating volunteers when neighbors need a helping hand
• Identifying urgent needs within our community and helping find a solution

🎉 HAPPY ANNIVERSARY, BALD K**B COMMUNITY OUTREACH! 🎉
One year ago, Bald K**b Community Outreach started with a simple idea:
What if neighbors started investing in neighbors again?
What if we stopped waiting for someone else to solve every problem and started asking, “What can we do?”
Today, we get to celebrate what that idea has become.
Bald K**b Community Outreach is now a recognized 501(c)(3) nonprofit built around a simple mission: Neighbors Helping Neighbors.
And in just our first year, this community has already made an incredible impact.
❤️ OUR IMPACT SO FAR
🍽️ 40 HOLIDAY DINNERS DONATED
40 families received holiday dinners, helping make sure our neighbors could sit down to a holiday meal without worrying about how they were going to afford it.
❄️ 200+ MILES OF DRIVEWAYS PLOWED
During the 2025–2026 winter storms, our volunteers spent countless hours in the snow helping neighbors regain safe access to their homes.
🛒 75+ GROCERY DELIVERIES
When transportation, weather or difficult circumstances made getting groceries harder, our volunteers brought them directly to our neighbors.
❤️ $1,000+ IN DIRECT ASSISTANCE
More than $1,000 has gone directly toward groceries and utility assistance for community members who needed a helping hand.
♻️ 15 MILES OF BALD K**B CLEANED UP
In partnership with Franklin County, our volunteers helped clean approximately 15 miles of roads throughout the Bald K**b area — removing trash and helping take care of the community we call home.
Because community outreach isn't only about helping people during a crisis. It's also about taking pride in where we live and working together to make it better.
And those numbers don't tell the whole story.
They don't count every driveway cleared, every phone call answered, every person checked on, every bag of trash picked up, every volunteer hour, every event, every connection made, every problem we helped find a solution for, or every time one neighbor simply showed up for another.
This organization has never been about how big we can make Bald K**b Community Outreach.
It's about how strong we can make our community.
And we're just getting started.
Our vision for the future is bigger than providing assistance when someone is already struggling. We want to build a community where people know their neighbors, where asking for help doesn't mean losing your dignity, where volunteers are ready to respond, and where people reinvest their time, resources and talents back into the place they call home.
