Formed in 1957, the Home Builders Association of Kentucky was established to provide a voice for the housing and residential construction industry in Kentucky’s legislative and regulatory environment. The Home Builders Association of Kentucky (HBAK) was chartered in 1957 to provide a voice for the housing industry to our legislative and regulatory authorities in state government. The initial four

local chapters and 300 members represented industry professionals and consumers with the common goal of providing Kentuckians with safe and affordable housing opportunities. Today, the HBAK's primary mission remains the same: to monitor state legislation and regulation that affects the industry and to advocate our members' interests. Our 22 local associations from Pikeville to Paducah represent over 6,500 member firms, all working together to provide "home" for the citizens of our Commonwealth.

📢 Last week, a dedicated group of HBAK members traveled to Washington, D.C. to advocate for Kentucky’s housing and building industry during the 2026 NAHB Spring Leadership Meeting & Legislative Conference.

🏛️ While on Capitol Hill, our members met with lawmakers and congressional staff to discuss key issues impacting housing affordability and the ability to build homes across the Commonwealth, including:

🔹 Rising material costs
🔹 Excessive regulation
🔹 Permitting roadblocks
🔹 The acute shortage of construction workers
🔹 Restrictive and costly energy codes

We kicked off Wednesday with our annual Congressional Breakfast, where members had the opportunity to hear directly from Kentucky’s Congressional Delegation and their staff. Following breakfast, we met with Senator Rand Paul and Senator Mitch McConnell to discuss housing priorities and the challenges facing builders, homebuyers, and communities across Kentucky.

These conversations are critical. When HBAK members engage in the legislative process, we help ensure that policymakers understand the real-world impacts of their decisions on housing affordability, economic growth, and the families we serve.

✅ Big win for housing! The House approved an amendment removing a build-to-rent provision that could have reduced housing supply and raised costs.

Thanks to NAHB’s efforts, thousands of homes—and renters—are protected. 🏠

More steps are being taken to expand housing and improve affordability nationwide.

In a significant victory for NAHB and the broader housing sector, the U.S. House of Representatives approved an amendment to the 21st Century ROAD to Housing Act that removes a build-to-rent (BTR) sales provision that would have hurt affordability and reduced much-needed housing supply.
