Duncan Road-Hilltop Meadows Neighborhood Association Neighbors met and formed an association in October of 2019.

Our goals were to save our community, make our roadways more safe to travel and to basically protect the Scenic Byway for all residents, visitors, tourists and future generations!!

This dam has become a Public Safety, Saving Lives Issue! Something has to be done about Tierney's dam! I am getting ready to "literally fence off my road" so no one falls down into well-like, deep holes!...for Rescue or never to be found?!
I don't want that to my sweet babies nor friends and neighbors washed away downstream in Millville!
And we just want to use the back of our farm again!!!!!!
How have officials let it come to this!?!?
The civil engineer has called or txt'd with each big rain to see if it is showing more signs of failure.
Who builds a Huge pond right on/touching someone's fence? Who points his spillway toward his neighbors road?
It is ludicrous!

Help! Our farm road has been under approx 5 feet of water...even with the new sink holes in it! That much water is now coming out of Tierney's dam! We are cut off from our own property due to this "new development."
Even the new area that we cut shrubs, etc...to walk/drive through to get to the other half of our farm--because our road was under water--now holds water and is marsh-like!

Another area on our farm--where we had planned to plant an orchard--now stays wet and is unusable for that!
How is This Fair for Us to be on the hook to Fix?!? I don't have $20-30,000 to fix damage that this developer has done to my property!
Why did the Franklin Co P&Z (since 2020--when asked) NEVER once come to our property to see the damage being done to our farm? How did they allow this developer to build a huge, leaking dam that actually is On/ touching my fence? His dirt, silt and water pours through my fence!!!
It is Just Wrong! Even my utility vehicle wheels sink and slide!!
And when the dam does break...Heaven help whoever is in its path! Castle and Key is in its path.

Evidently this developer's parents did not teach him the "Do Unto Others Golden Rule": to repair any damage you cause to others!
My parents taught me: "If you break your neighbor's window with a baseball...you Fix It! If you drive through/damage a yard, knock down a mailbox ..You Repair/Correct Any Damage You Cause!
Hmmm...No Golden Rule being done here!!
Note: In that ponded area are new, deep holes. I fell into one taking pics! The ground beneath me just opened up! Never in the 35 years we have lived here has this happened! I am Literally Terrified my little grandchildren or our dogs will walk into /disappear down into these new, deep holes and need rescue!! What can be done??!? Please Help!

Water scientists and a federally-certified engineer told us that this developer has changed the entire aquaphor on this hill and my farm; and that the dam is "boiling," "leaking" and "piping"..."causing the soil to shift and slide."

4 AM, headache, and it's pouring down rain! Why up? Dam Watch!Because I am having to get my rain gear on to check whether or not Tierney's 30ft high Damn Dam is failing or not! The federal engineer said it sure could in heavy rains like this! ..that the Dam was already showing concerning signs of failure!
This is crap! ...and NOT fair that I have been put in this position... to call authorities if water is topping over it, for me to report when it looks like it's failing to warn Millville folks downhill to evacuate! This SUCKS!!!! This is my new way "quality" of life since Tierney came into our hood!?!? Ain't it dandy!?!?

A Public Evidentiary Hearing is set for Tierney property (located at 690 Duncan Road) on Wednesday, March 1st at 9 a.m. at Franklin County Fiscal Court, 321 West Main Street, Frankfort, KY.

Emails and written information must be received by 4:30 p.m. (EST) Feb 27th. The property is currently zoned as Agriculture (thanks to a recent zone reversal and from Judge Wingate of Franklin County Fiscal Court.) Tierney is requesting General Industrial zoning. Please KEEP the land as Agriculture and demand protections for the neighbors...including inspection of Tierney's storm water retention pond (built at approximately 350 foot elevation ABOVE Castle and Key and the Millville area.)

Emails, reports, information from previous hearings (held in 2020 and 2022) will not be considered...only information from THIS upcoming hearing.

Traffic, water and wildlife have been impacted by this unsightly development. Please support the residents....and people who travel Duncan Road.

There are currently NO protections for neighbors/citizens against industrial noise, light, odors or loss of view sheds in Franklin County--that needs to change!!

The public hearing regarding the 690 Duncan Road rezoning AG to IG has been officially cancelled for tonight (4/14/2022). I will let you know of any rescheduled dates. (And yes...the sign is still up--but it is cancelled) YAY!

NONE of the letters in Opposition to the Duncan Road ReZone were included in the Planning and Zoning Commissioners' packets, nor to the public or press. However, letters "In Favor" of, such as that of Kentucky Capital Development Corporation's Terri Bradshaw, went into the packet which was distributed last week.
--We were told, in writing, that if we had emails, letters, etc. to P&Z staff by noon on Thursday, March 3rd, that they would be included in the commission packets for the March 10th public hearing.
--Staff said they were 'bombarded" by emails regarding the rezone and decided to withhold and just give those documents to the commissioners tomorrow night AT the hearing. It is to be decided upon then IF they are to be put into the record. REALLY?!?
--The AGENDA ITEM NEEDS TO BE PULLED!! Not good government folks!
Call Franklin County Planning & Zoning, magistrates, commission members, county officials...please let them know that the opposition has been unfairly silenced. Share. Share. Share.

Compare the 2020 drone footage with that taken (link to video below) on March 6, 2022 (less than two years after the Franklin County Fiscal Court's seven hour-long Evidentiary Public Hearing). At that public hearing, the 2020 Planning and Zoning Commission's re-zone from AG to IG was overturned by Fiscal Court. The historic and rich farm was decreed, by a vote of 4-3, to remain AG, as an agricultural, working farm. (However, residents are once again facing an AG to IG rezone challenge this Thursday at P&Z.)

Also attached is a watershed map. It shows how that this 103 acre farm sits atop, at the mouth of, two protected watersheds: Slickaway Branch and also Glens Creek. Note that excess water flows directly and sharply (an over 300 foot elevation drop) down the ravine, directly into the visitor's entrance of the historic Castle and Key Distillery and Glens Creek in Millville, KY.

Remembering 690 Duncan Road (Blanton-Crutcher Farm, also known as The Maryland Farm)....as it looked when placed on the market. As you can see, the house and barns were not falling down as some have reported. (These photos are pre-current-owner bulldozing down the historic mansion-house, pre-tearing down both working barns and silo...from a time when it had beautiful, big trees--including the Huge, Old Cypress at the mouth of its once, quite tranquil entrance.) More photos of the mansion will be posted. If you have any photos (of events there, historic photos, etc.), please share with us. Thank you.

The land itself, was also so very significant to the area--its soils so rich, its ancestral occupants so important to the area, that all 103 acres, in addition to the house, were placed on the National Register of Historic Places. The land is once again under attack of a re-zone--the hearing is coming up on March 10, 2022. The owner is requesting a change from agricultural to industrial.
