Meeting to discuss 2026 Senate Bill 69

Summary of Legislation: The bill increases the basic monthly pension benefit payable to a member of the 1977 Police Officers' and Firefighters' Pension and Disability Fund (‘77 Fund) who retires after June 30, 2026, with 20 years of service. It increases the contribution rate of ‘77 Fund members. It increases the lump sum death benefit payable to the heirs or estate of a ‘77 Fund member. The bill provides that a ‘77 Fund member may extend their deferred retirement option plan (DROP) retirement date up to 60 months after the member entered the DROP. It makes conforming changes.

Today, we honor and remember the attack on Pearl Harbor, a day that forever changed our nation. The United States Armed Forces answered the call with extraordinary courage and sacrifice. We pause to reflect on the heroes who gave their lives and the countless others whose bravery shaped the course of history. We will never forget their service, their sacrifice, and their legacy.

The HONOR Act, which ensures that families of fire fighters and public safety officers who die from occupational cancer receive line-of-duty Public Safety Officer Benefits, is at risk of being removed from the final National Defense Authorization Act (NDAA) as it moves through the conference process in Washington, DC.

The Senate included this key International Association of Fire Fighters legislation as Section 1098 in their version of the NDAA by a unanimous vote of all 100 senators supporting. By contacting members of Congress using the IAFF Advocacy Center, members will be able to urge support for the HONOR Act and ensure Section 1098 of the Senate’s NDAA is retained in the final National Defense Authorization Act.

October is Breast Cancer Awareness Month

The Frankfort Firefighters Local 705 proudly supports all those affected by breast cancer. This month, we honor the fighters, celebrate the survivors, and remember those we’ve lost.

We encourage everyone to take time to learn about prevention and the importance of early detection — it truly saves lives.

Public Notice: BURN BAN IN EFFECT

Due to the increased risk of fire spread related to the dry conditions within our City and Territories that we are contracted with, I as Fire Chief will be instituting a burn ban that will take effect at 7:00pm October 1, 2025. In accordance with Indiana Fire Code Section 307.1.1 “the fire chief is authorized to require open burning be immediately discontinued if such open burning constitutes a hazardous condition” City of Frankfort Ordinance 14-08a states “during times of drought, high winds or any conditions that could contribute to a fire being spread, a burn ban may be enacted for the area protected by the Frankfort Fire Department.

Effective October 1, 2025 at 7:00pm, all outdoor burning activities are prohibited within the city limits and contracted areas in which Frankfort Fire Department serves; including Center Township, Jackson Township, Union Township and portions of Washington Township. This ban will include but is not limited to:

• Campfires and bonfires
• Yard debris burning
• Agricultural burning
• Open-pit fires
• Burning of trash and waste materials
• Fireworks

We kindly ask all residents, property owners, and visitors to comply with this ban to prevent the potential for fire-related incidents that could endanger lives, property, and natural resources.

Violations of the burn ban may result in fines and penalties as stipulated by local ordinances. This ban will remain in effect till October 8, 2025, or until the time that the Fire Chief has concluded that the ban should be lifted based on “No Threat to lives, property, and the environment”.

Smoke Alarm Safety: Installation & Maintenance Tips

Protect your family by making sure your smoke alarms are properly installed and maintained! Here’s what you need to know ⬇️

Installation Tips
• Placement: Install alarms on every level of your home, inside every bedroom, and outside each sleeping area.
• Height: Mount on the ceiling or high on a wall, following the manufacturer’s guidelines.
• Interconnection: It's best to use interconnected alarms—when one sounds, they all do!
• Professional Installation: Hard-wired alarms should always be installed by a qualified electrician.
• Nuisance Alarm Prevention: If false alarms happen often (like near the kitchen), use an alarm with a “hush” button or place it at least 10 feet from cooking appliances.
• Carbon Monoxide Safety: Consider buying a combined smoke and carbon monoxide alarm for added protection.
• Accessibility: For hearing-limited or deaf individuals, install interconnected smoke alarms and consider adding a strobe light alarm or bed-shaking alarm.

Maintenance & Testing
• Monthly: Test alarms by pressing the test button.
• Annually: Replace batteries unless you have sealed 10-year alarms.
• Cleaning: Vacuum gently with a brush attachment to remove dust and cobwebs.
• Replacement: Replace all alarms every 10 years—even hard-wired or 10-year battery types.
