It’s budget time in Fountain Inn.
Let’s take a look at how last year’s budget was approved.

The City went through the full process:
• Budget retreat
• Workshops
• Public readings

The proposed budget included a “Year-to-Date” column based on 9 months of actual data.

After errors and inconsistencies were identified by a concerned taxpayer, before final approval, a special meeting was called before the June 30 deadline.

Instead of correcting the issues, the YTD data was removed, and the budget was passed unanimously.

We now have monthly financial updates through February 2026, and not surprisingly, actual results are already diverging from those projections.

Over the coming weeks, we’ll walk through the City of Fountain Inn’s financial position and direction in simple, understandable terms.

$14.5MM in current debt with another $7.15MM to be added this Thursday. The SC Constitution limits General Obligation debt (paid for by our taxes) to 8% of our assessed property value, which is $6.1MM. Revenue bonds are supposed to fund projects that generate the revenue to fully pay for the debt (like existing Gas and Sewer bonds.)

Unfortunately, the City has loaded up on $13.3MM of Installment Purchase Revenue Bonds (IPRBs) that do not generate revenue to cover their payments, which is ultimately funded by other debt, property tax, and gas/sewer/hospitality transfers, while avoiding referendum votes by residents, paying additional interest to banks instead of bond investors, paying excessive commissions and fees, and is not subject to any limit.
