Strengthening Pediatric Emergency Response Through Collaboration

The Southwest Florida Healthcare Coalition was honored to observe North Collier Fire Rescue, North Collier Ocean Rescue, and NCH Healthcare System as they came together for a Pediatric Drowning Exercise on Vanderbilt Beach in Naples.

The exercise simulated a real-world emergency involving a 10-year-old child caught in a rip current. Lifeguards rapidly located and rescued the patient, initiated CPR, and coordinated with EMS personnel who provided advanced treatment and transport to the NCH Pediatric Emergency Department. The Judith and Marvin Herb Family Simulation Center enhanced the realism of the exercise by providing simulation manikins, allowing responders to practice critical lifesaving skills in a highly realistic environment.

Exercises like these are essential to ensuring seamless coordination between lifeguards, fire rescue personnel, EMS providers, and hospital teams when seconds matter most.

In Southwest Florida, drowning remains one of the leading causes of preventable death for young children. Through training, preparedness, and strong partnerships, we can help improve outcomes and keep our communities safer.

This downtime-compatible process matches patients with loved ones in under 60 seconds using binder tabs. While secondary and Next-of-Kin verifications are still required, it drastically reduces workload.

The Florida Healthcare Coalitions are seeking qualified emergency management and exercise planning vendors to design, facilitate, and evaluate a Statewide Virtual Tabletop Exercise (TTX) scheduled for Spring 2027. This collaborative initiative will strengthen healthcare system resilience, inter-coalition coordination, and disaster response capabilities across Florida.

✅ Project Highlights • Design and deliver a statewide virtual HSEEP-compliant tabletop exercise
• Facilitate coalition-specific breakout sessions with statewide coordination
• Develop exercise materials, registration systems, and marketing collateral
• Provide virtual platform management, facilitation, and technical support
• Complete a comprehensive After-Action Report/Improvement Plan (AAR/IP)

On Friday, October 9, the Southwest Florida Healthcare Coalition participated in an Integrated Warning Team (IWT) Meeting hosted by Charlotte County Emergency Management. The meeting brought together emergency management professionals, healthcare partners, meteorologists, and media representatives from across Southwest Florida, including Lee County Emergency Management Collier County Emergency Management, DeSoto County FL Emergency Management, Glades County Emergency Management, City of North Port Emergency Management, City of Fort Myers Emergency Management, Florida Gulf Coast University Emergency Management, Sarasota Memorial Health System, Gulf Coast News (WBBH/WZVN), and WINK News.

The presentation was led by the National Weather Service Tampa Bay and the National Weather Service Miami, with discussions focused on the potential impacts of El Niño on our region and the use of flood inundation mapping to enhance preparedness, situational awareness, and emergency response planning.

These collaborative meetings strengthen coordination among weather forecasters, emergency managers, healthcare organizations, and public information partners, ensuring communities are better prepared to respond to weather-related hazards and emerging threats.

The Southwest Florida Healthcare Coalition values these opportunities to stay informed on evolving weather patterns and preparedness strategies that support the resilience of our healthcare system and the communities we serve.

We extend our sincere appreciation to Austin Flannery, Senior Service Hydrologist; Eric Oglesby, Senior Meteorologist; and Jen Hubbard, Warning Coordination Meteorologist of the National Weather Service Tampa Bay in Ruskin, Florida, for sharing their expertise and insights.
