Theme: The Role of Science and Global Governments in UAP Research

Why is there so much secrecy around the UAP topic? Are our national security concerns driven by the need to protect ourselves from an unknown, or by competition and mistrust among ourselves? These and other questions will be addressed by Christian Peters in his talk, "Between Epistemic Ideals and Political Realities: Rethinking the Role of Science in Governmental UAP Research." As much as Christian's talk addresses the relationship between government, science, and UAP, it may also prompt your deeper reflection on our current state as a society, and perhaps even as a species.

We're sharing SCU’s "Principles of Engagement in Public, Academic, and Government Discourse," a newly issued statement aimed at sharing SCU's principles and elevating the dialogue and scientific rigor in UAP research. https://www.explorescu.org/post/scu-s-principles-of-engagement-in-public-academic-and-government-discourse

Highlights from the document:

“Evidence before conclusion.” Claims should be tied to available evidence; assumptions must be identified, uncertainties acknowledged, and conclusions revised when new evidence or analytical techniques warrant revision.
“Transparency wherever possible.” SCU supports transparency in methods, assumptions, data, authorship, and reasoning, subject to privacy, confidentiality, legal, and research-integrity constraints.
“Respectful disagreement.” SCU welcomes civil dialogue, serious skeptical review, methodological critique, corrections, alternative hypotheses, and data challenges; criticism should focus on data, evidence, methodology, assumptions, citations, reproducibility, and the strength of conclusions.
Independence in government engagement: SCU may serve as an independent scientific resource or advisor but “does not act on behalf of any government agency, accept government conclusions uncritically, or compromise its independence.”
Protection of witnesses and confidential information: witness identities, private communications, draft reports, and unpublished materials may not always be disclosed; confidentiality can be necessary to protect witnesses and preserve trust.
Media and representation: members may participate in public discussion in their personal capacities but may not speak for SCU unless authorized by the Board; official statements require Board approval.
Professional conduct and complaints: personal attacks, harassment, and knowingly false or misleading representations are inconsistent with SCU’s values; alleged misconduct will be addressed through established procedures rather than public adjudication.
Correction and revision: SCU will revise assessments, update conclusions, and correct errors as part of responsible research methodology.

Social media limitations: while online forums can contribute useful evidence, social media is not the primary venue for true scientific advancement—rigorous analysis, reproducible methods, and substantive debate belong in formal scientific forums, peer-reviewed venues, and documented technical exchanges.

Why this matters: The statement directly addresses the field’s challenges — stigma, lack of reliable data and scientific investment, disingenuous actors, and poor government transparency — and sets organizational norms for rigor, patience, humility, and willingness to follow the evidence wherever it may lead.

The Scientific Coalition for UAP Studies (SCU) welcomes the White House’s decision to release files and records related to Unidentified Anomalous Phenomena (UAP), non-human intelligence, and related matters held by executive branch agencies and departments.

For many years, SCU has advocated for a serious, scientific, and evidence-based approach to the study of UAP. The release of government records, photographs, videos, sensor data, metadata, and related documentation represents an important opportunity to advance public understanding, promote transparency, and support rigorous analysis of phenomena that have too often been addressed through secrecy, stigma, or speculation.

As these materials become available, SCU will monitor the release process closely and conduct careful reviews of relevant evidence. Where appropriate, SCU will analyze available data, imagery, video, metadata, witness information, technical reports, and associated records to assess their scientific, evidentiary, and historical significance.

SCU also encourages the release of materials in a manner that preserves evidentiary integrity, including:

• Original files and metadata
• Sensor and collection context
• Chain-of-custody documentation
• Classification history
• Associated analytical conclusions

Transparency is most valuable when independent researchers and the public are able to evaluate the underlying evidence directly.
The release of UAP-related records should be viewed not as the conclusion of a disclosure process, but as the beginning of a serious scientific and national review.

“What I'm interested in is finding technological artifacts near Earth.”

In Episode 23 of the Scientific Coalition for UAP Studies podcast, Harvard astronomer Avi Loeb presents a compelling scientific case for expanding the search for extraterrestrial intelligence.

As Director of The Galileo Project, Loeb notes that our galaxy likely contains billions of Earth-like worlds. With roughly 10 billion Sun-like stars in the Milky Way and an estimated 10% hosting Earth-sized planets in habitable orbits, the probability that life has emerged elsewhere is significant. In his words, there are “10 billion houses on the cosmic street.”

Rather than only “waiting for a phone call” through traditional SETI, Loeb argues we should also be “looking for a tennis ball in our backyard”—searching for physical evidence of extraterrestrial technology closer to home.

He believes the universe may be rich with cosmic neighbors, and that advanced civilizations could have had billions of years longer than humanity to develop science, technology, and interstellar capabilities.

Among the most exciting possibilities he discusses is a lunar optical interferometer—an array of telescopes on the Moon that could act as a single instrument hundreds of meters across. Free from Earth’s atmospheric distortion and seismic noise, such an observatory could capture high-resolution images of interstellar objects and help determine whether they are natural or technological in origin.

“We haven’t searched” in a serious, systematic way, he says. Yet the potential reward is immense: “It’s the biggest discovery of all time that humanity will ever make.”

And his central message is one that resonates far beyond astronomy: “If you don’t search, you will not find anything.”

We are honored to welcome Dr. Kevin H. Knuth again as a speaker at the SCU Annual Conference in the City of Toronto, Canada July 24,26. Dr. Knuth is Professor of Physics at the University at Albany (SUNY) and Editor-in-Chief of Entropy (MDPI).
