In 1962, following a tour with the British SAS, Charlie Beckwith wrote a paper proposing the U.S. Army create a counterterrorist unit based on his experience with the 22 Special Air Service. In late 1975, after commanding Project Delta in Vietnam and following a series of terrorist attacks in Europe, he was asked to dig that paper out for a meeting in Washington, D.C. Later, at an August 1976 conference at Fort Benning, Georgia, a plan to establish what would become one of the most elite counterterrorist units in the world began to take shape. The following year, in December of 1977, Colonel Beckwith returned to the JFK Special Warfare Center at Fort Bragg, North Carolina from a trip to Europe where he was meeting with the SAS and German GSG 9. Catching up on message traffic he found one dated November 19, 1977. This message officially authorized the activation of Delta Force.
