“We Must Do Better”: Drowning Prevention Is Everyone’s Responsibility

Florida continues to lose children to a tragedy that drowning-prevention advocates say can often be prevented.

Casey McGovern, Executive Director of Every Child A Swimmer, knows that loss both professionally and personally. Her 19-month-old daughter, Edna Mae, died in a drowning accident in 2009, a tragedy that led McGovern to dedicate her life to water-safety education and drowning prevention.

“We have the knowledge and tools to prevent so many of these tragedies, and that is what makes these numbers so difficult to accept,” McGovern says.

In Florida, 120 children died from drowning in 2025, according to figures McGovern provided, and as of September 25, another 92 children had already been lost in 2026. Drowning remains the leading cause of death for children ages 1–4, while it is also a leading cause of unintentional injury death among older children. Broward County health officials likewise identify drowning as the leading cause of death among children ages 1–4 locally.

The problem extends well beyond childhood. Every Child A Swimmer reports that 54% of American adults cannot swim well enough to save themselves in an emergency.

For McGovern, that makes swimming far more than a recreational activity.

“As a mother, I will always carry my daughter Em with me in this work,” she says. “I cannot bring our daughter back, but we have the power to save others from this tragedy.”

Her message is straightforward: water-safety education, active supervision, barriers around water, access to swim lessons and strong community policies must work together.

“We know drowning is preventable. What we need now is the collective commitment to make prevention a priority.”

In Florida, learning to swim should be treated not simply as a sport, but as a life-saving skill every child deserves to have.
