Know Before You Vote Fort Collins!

📌 In yet another one of the City's Hughes survey (2022-2023), 2H land uses for Hughes were characterized as HIGH IMPACT uses, whereas 303 uses were characterized as LOW IMPACT uses. See attached image.

✅ 303's proposed uses for Hughes are LOW impact recreational activities (hiking, biking, pedestrian trail, etc.) consistent with a Natural Area and preservation of wildlife habitat. These are the ONLY uses now on our ballot characterized as LOW-IMPACT. And, ONLY 303 aligns with the intent of the 2021 conservation-focused citizen ballot measure for Hughes that was passed by nearly 70% of the Fort Collins voters. ("Keep Hughes Open Space")

❌ 2H's large bike skills park and other HIGH impact development egregiously violate the intent of the 2021 conservation-focused citizen ballot measure for Hughes. The 2021 ballot measure ONLY included recreation to keep the sledding hill and disc golf course on Hughes. But, the 2H bike park lobby and their special interest groups are exploiting that language and intent in order to develop Hughes into a large-scale tourism destination playground for the privileged with land-consuming buildings like a visitor center, administrative offices, paved parking lots, etc.

Did you know that in July 2024, City Council approved a $70,000 bike park feasibility study? The purpose of the study was to thoroughly analyze 8 sites plus Hughes for cost, funding and location feasibility of a large-scale bike skills park.

The City Council was supposed to release the full results of the bike park feasibility study in May 2025 to align with the second weekend of the Civic Assembly focus group. But, it never happened, and as you know, City Council referred Measure 2H in September to compete with the Citizen's ballot measure, 303. If 2H is passed by voters, not only would it be a travesty, but it would allow for the construction of a costly large-scale bike park at Hughes (and much more development to come funded by taxpayers). Why hasn't the full bike park feasibility analysis been released to the public?

Some say Hughes was NOT recommended in the feasibility study for a massive bike park due to costs and poor location, but 6 of 7 Councilmembers decided to put the bike park at Hughes anyway. Some say Soft Gold Park was to be recommended, not Hughes.

The image below shows nine concealed general site locations on a map that were supposedly analyzed in the $70,000 bike park feasibility study. While a minimal "report summary" was released a few months ago, the complete results of the study STILL have not been released to the general public and the taxpayers that paid for the study.

Here are the stated goals for the missing bike park feasibility study:
• Development of site evaluation criteria
• Analysis of several sites
• Understand capital and on-going costs; and potential funding strategies

So, where are they study's results, and why can't we see them?
