View of Bob Tail Horse, a Cheyenne Indian and veteran of the Battle of the Little Big Horn, sitting on a horse next to a small stream in an unidentified location likely on the Northern Cheyenne Indian Reservation, Montana. Montana is the only U.S. state with a constitutional mandate requiring public schools to teach and preserve Native American history and culture. This responsibility comes from Article X of the state constitution and is implemented through the statewide program known as Indian Education for All. The mandate recognizes Indigenous nations as living communities with active cultures, languages, and governance — not just subjects from the distant past.
Under this framework, both Native and non-Native students are taught more accurate and respectful accounts of Indigenous peoples and histories. Curriculum materials are developed with input from Montana’s Tribal Nations, which helps reduce stereotypes and correct long-standing omissions. Instruction highlights sovereignty, treaty history, cultural continuity, and the deep relationship between Native nations and their ancestral lands.
Beyond academics, the policy represents a civic and moral commitment. It openly acknowledges historical harm while promoting informed understanding and mutual respect. Supporters often point to Montana’s model as a practical example of how education systems can include Indigenous perspectives in meaningful ways, strengthening cultural awareness across all classrooms.

“Before I was six years old, my grandparents and my mother had taught me that if all the green things that grow were taken from the earth, there could be no life. If all the four-legged creatures were taken from the earth, there could be no life. If all the winged creatures were taken from the earth, there could be no life. If all our relatives who crawl and swim and live within the earth were taken away, there could be no life. But if all the human beings were taken away, life on earth would flourish. That is how insignificant we are.”
