"For the last several years, DDD has been instituting fee-for-service HCBS ( Home and Community Based Services). It is an HCBS rule that beneficiaries have full access to their budget to stay in their home and community. We are now at a critical juncture where that access is being threatened.
Having a budget and being able to use it with NJDDD are two very different things for those in self-direction. Agencies have no problem accessing the full budgets. However arbitrary hurdles and lack of fact base reality by NJDDD for those that chose to self-direct have created a situation where persons with IDD are having their daily care needs unmet, their ability to participate in the community thwarted, and their civil rights violated. Center for Medicaid through its HCBS (Home and CommunityBased Programs) has said that, “beneficiaries are to be given access to their budgets to stay IN THEIR HOMES and COMMUNITY. NJDDD considers group homes to fit this bill. So a Self-Directed Family being thwarted from using its budget to accomplish the HCBS rule now must turn to the mini-institution of a group home. Imagine you could hire the high-quality staff needed (called an SDE) and pay them a living wage to accomplish this? That is what this movement is about. Parents saying enough with the corruption, and waste of taxpayer money (ALL, as in 100% of studies demonstrate that Self-Direction, properly implemented delivers better outcomes at a lower cost) and demanding from our lawmakers that they step in.
