- 1987 - Mary Hammer at Valley Women's Club created the Valley Emergency Preparedness Network
- 1990's - The Valley Resource Center created the Mountain Neighbor Network (MNN).
- 2000 - Valley Resource Center became Mountain Community R

- 2003-2007 - Copper Resnik ran the Emergency Preparedness program at MCR
- 2004 - Resnik and Ray Soler of Felton Fire started CERT trainings in the valley
- 2008 - Liz Taylor-Selling the MCR Emergency Preparedness coordinator, combined MNN and CERT programs to form SLVEN
- 2012 - SLVEN became independent of MCR
- 2015 - SLVEN received Non-Profit status
