Brief History of the Cass County Soil Conservation District

The Cass County Soil Conservation District is a legal subdivision of the State of North Dakota. Cass County was originally organized into four Soil Conservation Districts authorized by the North Dakota Soil Conservation District Law enacted in 1937 and as later amended.
• The districts were organized on these dates:
The Southeast Cass

District on February 24, 1944
The Rush River District on February 25, 1944
The Northwest Cass District on December 2, 1946
The Maple River District on December 4, 1946.
• Later the Maple River and Northwest Cass District were combined to form the West Cass District. The Southeast Cass and Rush River District were combined to form the East Cass District.
• The East and West Cass District later combined to form the present Cass County Soil Conservation District on October 22, 1974. The Cass County District included all the land area within Cass County. The District was organized by a vote of the people within the District and is managed by a board of five supervisors; of these five supervisors, three are elected and two are appointed. The Cass County SCD is responsible for carrying out programs of Soil and Water Conservation on all lands within the District boundaries. This provides a means for all interested parties to work together in the Conservation of Natural Resources.

Job Description: Office Manager
Position: Office Manager

This position has direct responsibility to the Director and the Board of Supervisors

Objective: Assist the Director, Soil and Water Resources Manager, Programs Manager and the Natural Resources Conservation Service (NRSC) personnel in promoting conservation practices on the land of the District and with other responsibilities relating to our natural resources.
Qualifications: A team player with a strong work ethic, attention to detail and interest in the conservation field.
-Minimum of an associate’s degree in business, accounting or another related field. 3 or more years of appropriate experience can replace degree requirements.
-Advanced knowledge of MS Office and financial systems and software (Quick Books)
Duties and Responsibilities:

A. The Office Manager may be the first to meet and greet the public in many instances. To cope with this responsibility and assist with the development of a well-rounded conservation program, the Office Manager should:
1. Know specific functions of the District
2. Be familiar with the Memorandum of Understanding with:
a. USDA/NRCS
b. USDA/FSA
c. All others MOU’s
i. See the MOU folder
3. Be familiar with conservation practices i.e., farmstead windbreaks, field windbreaks, wildlife tree plantings, grassed waterways, crop residue use, crop rotation, etc. (See NRCS staff for assistance).
4. Be familiar with the Handbook for Soil Conservation District Supervisors.
5. Have an awareness of agricultural programs related to the SCD
6. Be familiar with and be able to use computer program QuickBooks- Pro to maintain the District’s financial records.
7. Field work when needed, especially during tree bundling and planting in the spring

B. The Office Manager
1. Secretarial
a. Type correspondence from District
b. Answer routine correspondence
c. Receive, review and route mail
d. Assemble and dispatch outgoing mail
e. Prepare meeting agenda
f. Organize and attend Monthly Board Meetings and Special Board Meetings. Type and assemble meeting minutes and financial reports.
g. Proofread newsletters before being sent to printers
h. Assist in the planning and the preparation for the NDASCD Annual Meeting.
2. Clerical
a. Keep records and compile data for monthly and special board meetings.
b. Anticipate and determine needs for office supplies and order needed material after appropriate approval.
c. Maintain SCD scrapbook. (Minutes, agendas, etc).
d. Provide communication and correspondence with board members as necessary to keep them informed of important district and conservation issues.
e. Maintain SCD records as prescribed by ND Soil Conservation District Law and the State Soil Conservation Committee.
f. Maintain standardized filing system for the District
g. Update Employee Handbook
h. Update Annual Plan of Work
i. Update Long Range Plan
j. Update website
k. Update tree store inventory
l. Supervisor meeting and mileage tracking
m. Update mailing lists: Ladies Ag Night & Newsletter
n. Coordinate SCD tree inventory and sales with Programs Manager
o. Other duties as established by the Director and District Supervisors
3. Financial:
a. Accounts Receivable/Accounts Payable
b. Payroll
c. Prepare budget
d. Prepare Bond biannually
e. Assist Director in preparing financial report necessary for application of Mill Levy
f. Prepare annual financial reports: submitted to Cass County Auditor
g. Prepare quarterly District Expense Report for NRCS
h. MN Revenue: quarterly deposits and return
i. ND Revenue: quarterly deposits and return
j. IRS: monthly deposits
k. IRS: quarterly return
l. Jobservice – Unemployment: quarterly deposit and return
m. Sales tax return and payment
n. W-2’s
o. 1099’s
p. Grant reimbursement requests: DART, District grants, etc
q. Monthly Reconcile Visa, Checking and Money Market accounts
4. Human Resources
a. Benefit administrator
b. Seasonal employees new hire paperwork
c. W-4’s
d. ND reciprocity forms for MN residents
e. Child Support reporting to ND Human Services for all new hires
f. Workforce Safety Insurance paperwork and payment
5. Information and Education Responsibilities
a. Ladies Ag Night
b. Eco-Ed
6. Software Program Knowledge
a. Intuit QuickBooks
b. Microsoft 365 Suite
C. BENEFITS: See District “Compensation & Benefits Package “
$28-$32 an hour DOE

D. PERFORMANCE REVIEW:
A formal review will be completed by your supervisor on a yearly basis and will be discussed with you. Your performance rating is an overall evaluation of your performance in the judgment of your supervisor. It will be the basis for any merit pay increases granted by the District board.
