Hello Fairview Beach Neighbors. I want to remind everyone again of the LLC meeting at the firehouse tomorrow morning at 10am. We encourage all residents of Fairview Drive through 6th street to attend however all are invited.

Potomac Sewage spill

Between Great Falls and Colonial Beach, the Potomac stops behaving like a fast-moving river and becomes more of a slow, tidal estuary — so travel time stretches out a lot.

Distance

Great Falls → Colonial Beach is roughly 110–130 river miles (depending on the channel path).

Average travel time (typical conditions)

1. During normal/moderate flow

Water released past Great Falls typically takes about:

~7 to 20 days
to reach the Colonial Beach area.

That’s a reasonable “average” estimate for non-flood, non-drought conditions.

2. During high flow / flood conditions

When the river is moving fast:

~3 to 7 days

Big storms can push water downstream quickly.

3. During low flow / summer drought

When flow is weak and tides dominate:

Several weeks to over a month
~20–50+ days

At that point, the lower Potomac acts more like a slow-moving reservoir with back-and-forth tidal motion.

Why it takes so long

Below D.C., the Potomac is strongly tidal, so water doesn’t just move one direction — it sloshes back and forth, slowing net downstream transport.

So the “travel time” is really a combination of:
• downstream river discharge
• tidal mixing
• wind-driven circulation
• estuary storage

If you just want one solid ballpark number:

About 2 weeks (10–15 days) from Great Falls to Colonial Beach under typical flow.”

Obviously, there will still be contamination, but hopefully the majority of the nasty stuff will pass soon. So, cross your fingers for plenty of rain!

On Saturday, September 6, 2025, there will be a community meeting at 10 am at the fire station. The topic of discussion will be the LLC'S draft response to the FBRA proposal to acquire Riverside Park. We look forward to seeing you there !

A quick reminder from the LLC: FVB Day will be held on Saturday, August 31st. Please make sure your vehicles are moved out of the common area by the end of the day, August 27th.

Also, as the days of summer are coming to an end and people are having get togethers and parties to celebrate the summer season; if overflow parking is needed, anyone from Fairview Dr. to 12th street can use the common areas for temporary parking.

Questions:

Terri Choporis - Questioned whether the LLC owned property called Riverside Park and Fairview Drive through 6th street. It was clarified that the LLC only manages the property and that all property owners within this area are the property owners.

BJ Strank - gave Tom Hudson the surveys that were returned with 28 responses of the 36 that were sent out.

Lori Spence - Reviewed timeline of past interactions
October 2022 - LLC met with Tommie Klise
July 2023 - LLC and FBRA board of directors met
August 2023 - FBRA meeting where FBRA requested the LLC convey all properties to FBRA, or all monies would be withheld for anything within the aforementioned area. Voted on and passed by FBRA membership.

James Martin - Questioned whether the LLC holds ownership of the properties

Carl Giordano - Brought up a tree on the area and that he had it trimmed

Joy Ellis - When subdivision was developed lots were very small, so the developer created the area that is referred to as the common area and the neighbors have always taken care of the area.

BJ Strank - Discussed the 1926 covenant and stated that it mentioned public parking as the common area language.

Tom Hudson - The LLC began with the rules, and of requiring stickers for parking when certain areas became overrun with old items that were a danger to the community.

BJ Strank - Stated that she thinks it is a matter of control.

Joy Ellis - Reiterated the purpose of the development of the LLC.

Tammy Lambert - Stated that she wanted to understand the purpose of the meeting and of the LLC.

Tom Hudson - The LLC was formed when the county began requiring permits to do any work along the beachfront.

Gil James - Asked why everyone does not have a say in who the LLC board members are.

Rich Hale - Limited amount of parking and overflow parking is good for 7 days without a sticker.

James Martin - Questioned how LLC board appointments are made and thought it should be voted on by all.

Terri Choporis - Brought up all of the items parked on Laura Ln., and Greg responded that it was being addressed.

Tom Garnett - Stated that he did not see a problem with the LLC, and thought that all the arguing was absurd and said that people should feel ashamed.

Greg Whitley - Stated that the LLC will do our best to help everyone with regard to the properties in question, and that the LLC intends to act in good faith.

Shirley Buckley - Asked if the LLC has an email or page, and was told that the LLC is working on it.

Sande Pfalzgraf - Stated that the majority of the residents wanted to see the LLC and FBRA become one entity.

Darlene Robinson - Asked when John Cowan got off of the LLC. LLC responded that he was the lawyer who drew up the paperwork creating the LLC.

Janet Harrover - Asked why we can’t combine the LLC and FBRA and the LLC would exist under the FBRA where members would vote on any decisions.
