Harlow Neighbors Welcome to the Harlow Neighbors Association of Eugene, Oregon.

03/13/2026

Hey neighbors! We (the board) are setting up a Discord Server for the Harlow Neighbors Association.

You're being invited to be 'early adopters' by visiting https://discord.gg/sHCTYkzS and signing up.

We just have the starting framework going at the moment, but it will evolve over time.

There are a lot of people who don't use Facebook. Facebook also isn't really designed to facilitate discussions. Discord should work for more people and be a better platform for us.

Note: We're not shutting down our presence on Facebook. We'll continue to post announcements and other content here. However, Discord will likely become the place to directly engage with the Board outside of meetings and will hopefully become a vibrant virtual community over time.

Welcome to the official Discord server of the Harlow Neighbors Association in Eugene, OR. Use this space to engage with other members of the community, to engage specifically with the board, see upcoming events, and more. | 7 members

The City’s 2025 Community Survey will be available online beginning July 7, providing all Eugeneans an opportunity to weigh in on the future of our community. The last survey, conducted in 2022, helped guide the 2023-2026 Strategic Plan (https://www.eugene-or.gov/5140/Strategic-Planning) by providing City leaders with key insights into what matters most to community members.

The results from the 2025 survey will help us assess how well we're doing in achieving those strategic goals and begin paving the way for future strategic planning.

Why should you participate? While the City frequently gathers input about specific programs or services, the community survey is unique. It’s an opportunity to share your overall experience living in Eugene and provide input on big-picture issues that affect us all. Whether it’s about city services, quality of life, or long-term goals, this survey asks you to share your thoughts on the larger issues that shape Eugene's future.

Curious about what the City learned from the last survey? You can find a full report on the 2022 Community Survey and dive into the results at the City’s Community Survey Website (https://www.eugene-or.gov/5009/Community-Survey).

It’s not just about gathering input—it’s also about taking action. The City is committed to following through on the goals laid out in the Strategic Plan. Each year, the City publishes an Annual Report to track progress toward these goals and some goals rely on survey responses to determine progress. To learn more about these efforts, check out the Strategic Plan and the Year One Annual Report (use Strategic Plan link above).

Eugene's Blueprint for Future Growth and Development, the Envision Eugene Comprehensive Plan is more than a policy document—it’s our community’s blueprint for the future. It charts a thoughtful, inclusive path for how Eugene will grow—where we live, work, shop, and play—not just today, but for generations to come. Rooted in shared values and a vision of sustainability, equity, and opportunity, this plan is our collective promise to build a vibrant, resilient Eugene for everyone.

Building off years of community engagement, including the needs and priorities staff have heard from the community over the past year, draft goals and policies for four new chapters of the Comprehensive Plan are now available for review:
-Chapter 1 – Community Engagement (https://www.eugene-or.gov/DocumentCenter/View/77274/DRAFT-Envision-Eugene-Comprehensive-Plan-Chapter-1---Community-Engagement)
-Chapter 2 – Compact Development & Urban Design (https://www.eugene-or.gov/DocumentCenter/View/78067/Public_DraftEECPCh2_372025)
-Chapter 3 – pending
-Chapter 4 – Housing (https://www.eugene-or.gov/DocumentCenter/View/78070/Public_DraftEECPCh4_372025)
-Chapter 5 – Community Health (https://www.eugene-or.gov/DocumentCenter/View/78173/DRAFT-Ch-5---Community-Health-Goals-and-Policies)

Staff have also created brief surveys for each chapter to collect your input. Surveys are available on the Urban Growth Strategies Engage Eugene page (https://engage.eugene-or.gov/urban-growth-strategies?tool=survey_tool ) and will be open until the end of July 2025. Please note that you will need to create an Engage Eugene account or sign-in to take the surveys--it is quick and easy to do.

Want to learn more? Visit the Urban Growth Strategies’ Engage Eugene page (https://engage.eugene-or.gov/urban-growth-strategies). There you will find a series of videos (https://engage.eugene-or.gov/urban-growth-strategies/widgets/87483/videos/5578) on the comprehensive plan and draft goals and policies for each chapter included in this phase of work. You can also visit the Comprehensive Plan project webpage (https://www.eugene-or.gov/3009/The-Envision-Eugene-Comprehensive-Plan) for even more information. Plus, you can always email project staff with questions at [email protected]. You can also tune in to the Eugene City Council Work Session (https://www.eugene-or.gov/3360/Webcasts-and-Meeting-Materials) on Urban Growth Strategies on June 23 at 5:30 PM.

Take Action to Meeting Eugene's Housing & Jobs Needs: As a part of Urban Growth Strategies, Eugene will advance specific actions to address needs for the next 20 years of housing and jobs. Eugene needs more than 26,000 homes over the next 20 years, according to the 2025 Oregon Housing Needs Analysis (https://public.tableau.com/app/profile/oregon.housing.and.community.services/viz/ProductionDashboard_17339346604760/Story1). To meet this need, Eugene would need to produce about 1,600 dwellings each year, or a 70% increase from current production.

To help meet Eugene’s 20-year housing and jobs needs, City staff have proposed a series of housing, compact development, and jobs actions as priorities for City Council adoption in 2026 and 2027. These actions reflect draft housing (see Chapter 4 link above) and compact development (see Chapter 2 link above) policies in the Comprehensive Plan. Actions are still at the ‘concept’ level and will require more research, evaluation, and feedback.

Review the full draft list of 2026-2027 Housing and Jobs Actions here (https://www.eugene-or.gov/DocumentCenter/View/79102/Summary-of-2026-and-2027-Actions-060625).

This list of actions is informed by past research and engagement efforts, conversations with community members, housing and development professionals, and City staff, and priorities in existing work plans, such as the Housing Implementation Pipeline (https://www.eugene-or.gov/4889/Housing-Implementation-Pipeline-HIP).
