HB 1119, “Authority for Different Mill Levy Rates,” has been defeated in committee.
This proposal would have fundamentally restructured Colorado’s property tax system by allowing land to be taxed at a higher rate than the structures built on it.
Its defeat stops a policy that would have:
• Disproportionately impacted retirees, those on fixed incomes, and low- to moderate-income homeowners
• Increased the risk of displacement as rising land values drove higher property taxes
• Created new barriers for first-time buyers and those in affordable housing programs
• Distorted the housing market by favoring higher-density rental properties over homeownership
• Exacerbated Colorado’s housing shortage by pushing homeowners out of their communities

Call to Action for HB 1119 - Get involved!

Oppose HB 1119 and stop higher land taxes for property taxes.

House Bill 1119, “Authority for Different Mill Levy Rates,” would allow local governments to tax land at a higher rate than the structures built on it — fundamentally changing Colorado’s property tax system.

This proposal creates a split-levy system, moving away from Colorado’s longstanding approach of taxing total property value.

The impact:
• Higher tax burdens for homeowners, especially in areas with rising land values
• Increased pressure on long-time owners, retirees, and those on fixed incomes
• Potential barriers for first-time buyers and affordable housing participants
• Inequities between owner-occupied and non-owner-occupied housing

HB 1119 undermines fairness and uniformity and adds unnecessary complexity for local governments.

HB 1119 will be heard Thursday, April 16.
