Española Pathways Shelter is a newly forming non-profit organization with approved Articles of Incorporation with the State of New Mexico effective September 30, 2019. A Board of Directors has been seated and officers have been elected. Ralph Martinez, a native to Española, has championed this effort since its inception and currently serves as the Board Chair. He is a recovered addict who was homeless himself for many years, with a proven track record as a strong leader and organizer, and for bringing people together to catalyze change in the Española Valley.
Organizational bylaws for EPS have been approved, and the Initial Corporate Report has been filed with the New Mexico Office of the Secretary of State. An Employer Identification Number has been obtained through the IRS, and initial steps to obtain tax-exempt status have been made. The New Mexico Coalition to End Homelessness (NMCEH) is serving as the fiscal agent for EPS; a formal agreement between EPS and NMCEH was executed effective October 16, 2019.
Española Pathways Shelter has located a building within which to operate at 628A N. Riverside Drive, Española on the lower level of the building. A lease with the property owners has been signed for use of 4,000 square feet of the entire building, and required insurance has been purchased. Though located within Española city limits, this property resides within Santa Fe County. The City of Española’s Planning and Zoning Commission has approved the special use permit to operate a homeless shelter at the location.
As of December 2019, an Executive Director has been hired, and additional staff are joining the team to ensure safety for overnight guests during phase 1 of the shelter, which includes an emergency warming space during nights that are exceptionally cold - phase 1 began in early January 2020. Phase 2, which includes plans for further program development, community collaboration and other critical shelter implementation requirements, are well underway with an anticipated start date of April 1, 2020.
