In 2023, MER assumed the role of technical assistance provider for DCTA (Distressed Cities and Persistent Poverty Technical Assistance). This February, for our inaugural direct TA assignment, MER’s President/CEO Matthew Shepherd and Senior Consultant Megan Grau traveled to Marks, Mississippi for an immersive, in-person visit.
DCTA is a program within the U.S. Department of Housing and Urban Development, designed to build the capacity of local governments experiencing economic distress and assist them and their nonprofit partners in alleviating persistent poverty in specific areas. This program is unique as it serves smaller communities with populations under 50,000 and has a strong emphasis on good fiscal health, strong financial performance, and effective financial management practices as the foundation for the successful implementation of projects and progression toward goals.
The visit to Marks included fostering relationships with government personnel, conducting a thorough tour of the community, engaging in extensive interviews with key stakeholders, and enjoying some delicious Southern cuisine! Enthusiasm abounds within the team as we transition into the TA phase, and we are eager to support local leaders in building a promising future for their residents!
