“Public Works Update
Construction on the Highland Pathway is anticipated to begin June 8th, with substantial completion targeted for September 4, 2026. The project generally consists of constructing approximately 4,795 linear feet of six-foot-wide pedestrian pathway along Highland Drive, including associated storm sewer improvements, retaining wall installation, curb and gutter work, paving, grading, and restoration. The contractor completing the work is Parking Lot Maintenance (“PLM”).

PLM will be responsible for coordinating driveway access directly with impacted residents and the importance of minimizing neighborhood disruption has been emphasized.

Staff will continue coordinating with KL Engineering, utility providers, and the contractor to ensure the project remains on schedule and to minimize impacts to residents throughout construction.”

Progress on sidewalks/paths along WTP and 116th street helps connect EG paths to Firefly Grove Park to visit Mama Rosa, and connect to Milwaukee County bike path system, Medical College etc.

Village Monthly Newsletter - May 4, 2026

“Construction Bids for the Highland Drive Pathway project (extending from Gebhardt Road to Watertown Plank Road) were received in April and the apparent lowest qualified bid was below the engineer’s estimated total construction cost. This favorable outcome was reviewed at the April Public Works meeting, with final award anticipated to be approved by the Board this month. Construction is expected to begin in June.”

“2) Review and act on the award of contract to PLM for the Highland Drive Pedestrian Path construction.

The Board awarded the 2026 pathway bid to PLM. The low bid from PLM came in at $1,206,611. This year's paving project will include the completion of the Highland Drive pathway from Gebhardt Road to Watertown Plank Rd.”

REGULAR MEETING MINUTES
Monday, March 9th, 2026 5:30 pm, Parkview Room

3. Update and review of 90% plans for Highland Dr Pathway Project 2026
Mr. Travis Brush of KL Engineering presented the 90% pathway plans. Included in the
packet are the 90% plans, updated estimate and a plan narrative.
Thus far Mr. Brush and Village Staff have completed numerous site visits with residents
along the project with a couple more to finish up early this week. MMSD has confirmed
that this project can proceed and they will work with the Village on future projects.
Items in the discussion included the easement at 1255 Highland Dr, retaining wall details
and modifications including a discussion on the inclusion of a small split rail fence on a
section of retaining wall, utility coordination, traffic control, crossing at Juneau Blvd and
status of coordination with the railroad near the track crossing at Watertown Plank Rd.
The comments from the committee will be included in the finalized design and ready for
advertisement on Friday, March 20th, 2026 with a bid let date of Thursday, April 9th
,
2026.
The construction start date is anticipated to being in June with a substantial completion
date of September 4th, 2026.

Highland Drive Pathway Updates (Gebhardt-Watertown Plank)

The Village prioritizes pedestrian access for its residents and visitors. Historically, Elm Grove has constructed recreational asphalt pathways in locations outside of the downtown area as opposed to traditional curb and gutter sidewalks.

In 2023, the Village began developing a plan to construct a pedestrian pathway along the west side of Highland Drive from North Avenue to Gebhardt Road. This project was completed in 2024. In 2025, the Board of Trustees committed to finishing the Highland Drive pathway, extending from Gebhardt Road to Watertown Plank Road. Design began shortly thereafter and will be completed, along with bidding out and construction, in 2026.
