An ethical Scout Leader:
Does what is right even when nobody is watching.
Treats people fairly.
Keeps promises.
Takes responsibility for mistakes.
Protects the dignity and safety of Scouts.
Uses authority responsibly.
Key Principle
DO THE RIGHT THING โ FOR THE RIGHT REASON โ IN THE RIGHT WAY
PART 2: INTEGRITY
Integrity means being honest and consistent in your words, actions and decisions.
A leader with integrity:
SAYS WHAT THEY MEAN โ DOES WHAT THEY SAY โ ACCEPTS RESPONSIBILITY
Example
If a Scout Leader promises to submit a report on Friday, the leader should submit it on timeโor communicate honestly if there is a genuine delay.

Attendance
Activities
Finances
Equipment

Projects
Important decisions
Remember:
โIf you are responsible for it, be prepared to explain it.โ
PART 6: CONFLICT OF INTEREST
A conflict of interest occurs when a leader's personal interests could influenceโor appear to influenceโtheir official responsibilities.
Example
A leader is responsible for selecting a supplier for a Scout project, but one of the suppliers is owned by a close relative.
The ethical approach is to:
Declare the conflict.
Inform the appropriate authority.
Avoid influencing the decision improperly.
Follow the organization's procedures.
Disclosure protects both the leader and the organization.
PART 7: ETHICAL DECISION-MAKING
When facing a difficult decision, ask:
1. Is it legal?
2. Is it consistent with Scout values?
3. Is it fair?
4. Could it harm someone?
5. Am I acting in the best interest of the Scouts?
6. Would I be comfortable if the decision became public?
7. Should I consult another responsible leader?
Decision Formula
IDENTIFY โ CHECK VALUES โ CONSIDER CONSEQUENCES โ CONSULT โ DECIDE โ RECORD โ REVIEW
PART 8: BEING A ROLE MODEL
Scouts learn not only from what leaders say, but also from what leaders do.
A good role model:
Arrives on time.
Dresses appropriately for activities.
Speaks respectfully.
Follows safety rules.
Keeps commitments.
Admits mistakes.
