Exciting news! Irving Police Chief Derick Miller is officially a candidate for International Association of Chiefs of Police 4th Vice President! Chief Miller’s leadership, experience, and passion for service make him an outstanding representative for Texas and law enforcement nationwide. Chief Miller's message is below.

Honored and humbled to share that I have announced my candidacy for the International Association of Chiefs of Police Fourth Vice President. This announcement came during the annual conference in Denver in front of thousands of colleagues and professionals across our noble profession. Timing is everything and now is the right time to work on behalf of the hard-working members of our law enforcement family. Leaders know the challenges that we face. We need trusted voices with authenticity to serve as the cornerstone of our efforts to make our communities and profession better.

Now more than ever, our profession needs proven and steadfast leadership that represents all agencies - local, municipal, county, state, and federal. With over 80% of our law enforcement agencies being categorized as small and rural, we need leadership that prioritizes the needs of these departments while elevating their voices to the international stage. Regardless of size or type of agency, I will represent EVERY leader… EVERY professional staff team member… EVERY officer.

My family, along with your families, are of the utmost importance to me from a personal standpoint, along with the professional support they provide each of us. As such, we will continue working to recognize the unwavering support that those that encourage us, stand with us, and support us deserve.

This is the start of a journey. One that will undoubtedly need your assistance over the next year. I look forward to serving with all of you and representing our teams.

We are deeply saddened by the passing of Retired Chief of Police Larry Hesser. He was instrumental in building our LECOP program and served as the original instructor of the Developing Leaders course. He inspired many of today’s leaders and had a profound impact on countless careers and leadership journeys. His influence will be felt for years to come, and he will truly be missed.

It is with deep sadness and a heavy heart that we share the passing of retired WSPD Police Chief Larry Hesser who served our community from 2004-2006. Chief Hesser was well known across the law enforcement profession having served in Texas, Georgia, Colorado, and North Carolina. With a vast amount of experience, Chief Hesser served in the police chief role for 29 years across more than 54 years of combined police experience and serving as a consultant. He was also active with the Texas Police Chiefs Association and International Association of Chiefs of Police Smaller Agency Section. He co-taught across our state on a variety of leadership topics, strategic organization, and developing agency goals. Chief Hesser was a graduate of the Leadership Academy at the West Point Military Academy.

"I had the esteemed pleasure along with other WSPD police officers, to work alongside Chief Hesser for a brief time at WSPD in 2004 and even as I embarked on my journey in Arlington where he continued to serve as a mentor," said Chief Christopher Cook. "Larry was a fine man, exceptional leader, and amazing mentor. I remember Larry in attendance at my promotional ceremony in Arlington when I first made sergeant in 2008 which demonstrates how much he truly cared about professional development of future leaders."

According to his family, Chief Hesser passed away peacefully in his final days following a two-year battle with ALS on Thursday, August 28, 2025. His contributions to the law enforcement profession on principles of leadership made a profound indelible mark on 21st Century Policing.
