Plans to improve County Line Road and Kennedy Street to be shared at Community Engagement Meeting Tuesday, April 14th, 6 p.m. at First Baptist Church, 13916 County Line Road.
The City of Elgin will host a community engagement meeting on Tuesday, April 14, 2026, at 6:00 p.m. at First Baptist Church, 13916 County Line Road, Elgin, Texas 78621, to share information about upcoming improvements to County Line Road (Phase II) and Kennedy Street. The meeting is an opportunity for Elgin residents and businesses to learn about the planned roadway and drainage improvements, understand how construction may affect traffic and access in the area, and ask questions of city staff and project engineers.
The County Line Road Phase II and Kennedy Street project is funded through a $10,940,981 Community Development Block Grant – Mitigation (CDBG-MIT) award from the Texas General Land Office (GLO), supplemented by developer fees. The GLO grant, part of a broader $28 million Bastrop County infrastructure investment, was awarded to address repetitive flooding in low-to-moderate income neighborhoods impacted by the 2015, 2016, and 2017 (Hurricane Harvey) storms. The project includes approximately 4,639 linear feet of roadway and drainage improvements, encompassing storm sewer replacement, culverts, roadway widening, sidewalk installation, curb and gutter improvements, ditch re-grading, and tree removal along County Line Road, Central Avenue, Kennedy Street, and Brenham Road.
Following a competitive bid process, the Elgin City Council awarded the construction contract to Larry Young Paving, Inc., of College Station in a regularly scheduled meeting on March 17.
“This project represents a meaningful investment in Elgin’s infrastructure, and we want to make sure our community has the information they need before construction begins,” said Mayor Theresa McShan. “We encourage residents and business owners near the project area to join us on April 14 so they can ask questions and hear directly from the project team.”
City Manager Robert Eads echoed the Mayor’s sentiments, adding, “Our City staff and project engineers have been preparing for this project for several months, and we are looking forward to the opportunity to engage with the community and make sure we are giving Elgin residents and business owners the information they need to make informed decisions about their daily commutes and activities weeks prior to any road closures or traffic pattern variations."
