To preserve and improve the quality of life within the Castner Heights Neighborhood by fostering strong relationships, respect for cultural diversity, and pride among the residents. The Castner Heights Neighborhood Association (CHNA) shall provide an organized and unified voice to outside entities and empower the residents of Castner Heights to identify community needs and initiate positive change through community-based problem solving.

🎃🍬 CASTNER HEIGHTS, LET’S HELP MAKE HALLOWEEN SWEET! 👻🍭

Whitaker Elementary is gearing up for its annual Trunk or Treat celebration, and they’re still collecting candy donations!

We’re excited to share that the Castner Heights Neighborhood Association (CHNA) and Western Technical College have teamed up to donate a wonderful collection of Halloween candy for the students! 🎉

A big shout-out also goes to the G.T. Powers Drive Neighborhood Watch Program for joining in and contributing candy to this community effort! ❤️

👏 It’s wonderful to see neighborhood organizations and local partners coming together to support our schools and make Halloween special for the kids!

🍫 NOW WE NEED YOUR HELP, CASTNER HEIGHTS!

If you’re able, please consider picking up an extra bag or two of individually wrapped Halloween candy and dropping it off at Whitaker Elementary School’s front office.

CHNA Late October Update

· Flags were flying around our Castner Heights neighborhood for Columbus Day 2026 (see photo).

· Whitaker Elementary School will be hosting a Trunk or Treat event again at the school to take place on Friday, October 30 from 4:30 to 6:30 PM. They are still asking for our help with candy donations to be dropped off at the front office from September 14 through October 29. A flyer is attached and we certainly hope our neighborhood continues to rally behind this request; the CHNA Board has already donated a bag (see photo). Thank you for helping out the school and little children. 🍬
· Our CHNA VP, Robert Farmer, offers up an alternate activity for Halloween night—a Fall Festival at Alive Fellowship Church. Please see the attached flyer for details. And the Police Northeast Regional Command will also hold a Trunk or Treat on October 31 with details on the attached flyer.
· A big thank you to all who supported El Paso Giving Day’s nonprofit organizations in their charity drives. As one example of results, Frontera Land Alliance received over $32K from 104 donors to aid its preservation and conservation efforts. Overall, El Paso nonprofits raised ~$7.2 million!
· We received late notification that the Northeast Citizen Collection Station and County Store at 9171 Stahala Drive has now reopened. Please check out this video overview of services available- https://www.youtube.com/shorts/h6Gmjdj2WMk.
· Deck Plaza. Regardless of how you feel about this issue, $20M is a serious amount of donated money. Note particularly the committed funding near the end of the link. On top of this, the Hunt Family just donated an additional $10M.

🏡 FULL HOUSE & A MONSTER AGENDA! 👹🤣

The Castner Heights Neighborhood Association Board of Directors had a full house this morning at Western Technical College, and we definitely had plenty to talk about!

Our discussions included several important topics affecting our neighborhood:

🚦 Traffic Safety: Updates on the Rutherford Drive traffic calming project, including additional pedestrian safety measures.

🏡 Neighborhood Beautification: Exploring the possibility of “Welcome to Castner Heights” signs at neighborhood entrances.

🎄 Community Events: Planning for our Christmas decorating contest, upcoming holiday activities, and opportunities to support our local schools.

🤝 Community Involvement: Discussing ways to strengthen neighborhood participation, connect residents with City resources, and prepare for our upcoming General Membership Meeting.

📋 Looking Ahead: Planning for 2027, upcoming board elections, and other neighborhood improvement opportunities.

We covered a lot of ground, shared some great ideas, and even managed to survive that monster agenda! 😂

I genuinely believe we have an outstanding group of volunteers serving on our Board of Directors right now. Everyone brings something valuable to the table, and it’s encouraging to see people working together because they truly care about Castner Heights. 💙

A big thank you to everyone who attended and participated, and to Western Technical College for hosting us!

We’re listening, we’re planning, and we’re working to make Castner Heights an even better place to call home! 🏡

Today, October 12, we recognize a day that reflects the many histories, cultures, and traditions that have helped shape our nation.

As American flags fly proudly throughout Castner Heights, we celebrate our Italian-American heritage while also recognizing and honoring the history, cultures, and lasting contributions of Indigenous peoples.

Our neighborhood, like our country, is made stronger by the diverse backgrounds and traditions of those who call it home. ❤️🤍💙

CHNA Early October Update

· 🍭 Whitaker Elementary School will be hosting a Trunk or Treat event again at the school to take place on Friday, October 30 from 4:30 to 6:30 PM. They are asking for our help with candy donations to be dropped off at the front office from September 14 through October 29. A flyer is attached and we certainly hope our neighborhood will rally behind this request; the CHNA Board has already donated a bag (see photo). Thank you for helping the school and little children out. 🍬
· We’ve gotten early word that the Northeast Veterans' Day Parade & Ceremony will be back through Castner Heights to Old Glory Memorial on Wednesday, November 11, starting at 10:00 AM at Hondo Pass Drive and culminating with a ceremony at Flags Across America/Old Glory Memorial site. · CHNA’s latest Treasurer’s Report is attached for your perusal.
· A recent Your City in 5 covered welcoming home Vietnam Veterans returning from a Washington D.C. Honor Flight and Chalk the Block (https://www.youtube.com/watch?v=qB-W3OgcHvo). A follow-on edition covers recent rain damage (call 3-1-1 to report same), draining standing water to keep mosquitoes from breeding, EPIA’s new direct flights to Nashville, and reserving parks, pavilions, and picnic areas for party celebrations (https://www.youtube.com/watch?v=2WwGQyp_76U). And yet another edition (https://www.youtube.com/watch?v=yjngloh-xXo) highlights Giving Day which can also support 6 city programs, our Convention Center being awarded best convention in the SW region, and Fire Fest on October 17 (flyer attached).

· Don’t forget El Paso Giving Day (https://elpasogivingday.org/) on October 15, an annual charitable giving event led by the Paso del Norte Community Foundation to support 260 local nonprofit organizations. One such organization (Frontera Land Alliance) combo-poster is attached.
· The annual Fort Bliss Restoration Advisory Board (RAB) meeting was held in September and discussed environmental cleanup and investigation activities at current or former military installations. This included the closed Castner Range National Monument with a status update on mu*****ns safety, environmental restoration activities, a future CRNM visitor center, hiring a CRNM Manager, and the oversight of CRNM being moved to the Offices of Cemeteries and Antiquities. · From District 4 News, the Police Northeast Regional Command will also hold a Trunk or Treat on October 31, EP Water will hold a Northeast Community Budget Meeting on October 15, and pothole repairs continue by calling 311. A flyer is attached for each of these 3 items.

CHNA Late September Update

· We had an outstanding EPISD General Membership Meeting on September 12 in the NERCC attended by 31 of our 123 members with our finances exceeding $1,500 as laid out in the attached Treasurer’s Report.💰 “Holi” Holifield served as Master of Ceremonies providing much news and many updates. And our Guest Speakers Mindy Sutton, EPISD District 4 Trustee, and Dr. Brian Lusk, Superintendent of EPISD Schools, provided a detailed presentation of the deficit and bond issue, with extended Q & A. · Great news! Robert Farmer has stepped forward to fill the vacant CHNA Vice President position. Welcome to the CHNA Board of Directors, Robert, and thank you for being willing to serve and improve our neighborhood. We look forward to working with you (BOD Matrix attached).

· And from a follow-on District 4 Newsletter— First Light Federal Credit Union opened its new corporate headquarters on Kenworthy Street (photo attached), the city continues to address rain-boosted weeds in medians, El Paso Fire Department will hold a Fire Fest🔥 on October 17 at Veterans Park (flyer attached), and META will be hosting future public meetings around the city on accountability, transparency, and expectations with meeting details forthcoming. Finally, congratulations to past CHNA business member and outstanding District 4 resident, Gloria Nicholson, recognized by the El Paso High School Alumni Association as an Outstanding Ex (photo attached).
· El Paso County Connects (https://www.youtube.com/watch?v=FcfVxi3-3fg) has some updates on Ascarate Park and the County Courthouse, among other items.
· El Paso Giving Day will be on October 15 this year. Frontera Land Alliance asks us to keep them in mind (poster attached) for support by donating or volunteering (https://elpasogivingday.org/organizations/the-frontera-land-alliance).
· ⛰️Frontera also provided updates on Castner Ranger National Monument on the Range’s website (https://www.castnerrange.org/) and the Army’s involvement (https://www.denix.osd.mil/crnm/). A Range photo composite is also attached.
· If you’re tired of the summer’s heat, the first day of the fall season was officially Tuesday, September 22. 🍂
· Neighborhood Services reports that the Central Appraisal District is looking for individuals to serve on its Appraisal Review Board (ARB). If interested, full information and an application link are attached.
· Last reminder that Northhills NPA is opening their Good Neighbor Day celebration to all again this year on September 26. All information is on the attached flyer.

📣 OPPORTUNITY TO SERVE OUR EL PASO COMMUNITY

The El Paso Central Appraisal District (EPCAD) is currently accepting applications from El Paso County residents interested in serving on the Appraisal Review Board (ARB) beginning January 2027.

The ARB is an independent citizen board that hears taxpayer protests involving property valuations. Members receive a per diem for hearings, meetings, and required training.

📅 APPLICATION DEADLINE: SEPTEMBER 30, 2026

Some basic eligibility requirements include:

• Must currently live in El Paso County
• Must have lived in El Paso County for at least two years
• Must be current on property taxes for property owned in Texas, or be paying under an installment agreement
• Additional eligibility requirements and restrictions apply

Service can be generally full-time during peak hearing months, and members must remain available for scheduled hearings throughout the year.

📣 CHNA LEADERSHIP UPDATE!

The Castner Heights Neighborhood Association is happy to announce that Robert Farmer has joined our Board of Directors as our new Vice President! 🎉

Following our General Membership Meeting last Saturday, Robert approached us and volunteered to step up and fill our vacant Vice President position. After speaking with Robert about the role and responsibilities, the CHNA Board of Directors unanimously voted to welcome him aboard.

We’re always grateful when members of our community are willing to give their time and get more involved in making Castner Heights a great place to live.

Please join us in welcoming Robert to the CHNA Board! We’re looking forward to having him as part of the team and working with him as we continue serving our neighborhood.

And Robert’s willingness to step forward is a great reminder that CHNA belongs to ALL of us. You don’t have to serve on the Board to make a difference. Come to a meeting, volunteer at an event, share an idea, bring a neighbor, or simply let us know you’d like to help.

The more neighbors who get involved, the stronger our association — and our neighborhood — becomes. 🏡❤️

🏡 WHAT A GREAT CHNA MEETING!

Thank you to everyone who joined us this morning for the Castner Heights Neighborhood Association General Membership Meeting! We had 31 members and neighbors in attendance for a very informative and productive morning.

We were especially honored to welcome EPISD Superintendent Dr. Brian Lusk and District 4 Trustee Mindy Sutton. Both shared a tremendous amount of information with our membership about EPISD, the challenges facing the district, and issues affecting our schools and community.

A very special thank you to Trustee Sutton for staying after the meeting to continue answering questions and speaking one-on-one with our members. We truly appreciated the extra time she gave our neighborhood.

We were also very happy to welcome Vanessa Betts and Marcie Corrella to our meeting! We sincerely appreciate both of you taking the time to join us, meet with our neighbors, and be part of the Castner Heights community. It means a great deal when our invited guests take the time to show up and engage with our residents.

And we can’t forget our own “Holi” Holifield, who served as Master of Ceremonies and kept everything moving! Holi also shared a fantastic rendition of “Ragged Old Flag” before leading us in the Pledge of Allegiance. 🇺🇸👏

Our members also received updates on Rutherford Drive traffic calming, neighborhood street repaving, CHNA activities and accomplishments, our upcoming Christmas Decorating Contest, association business, and much more.

A huge THANK YOU to our Board members and volunteers who arrived early, brought breakfast and coffee, handled the technology, welcomed and signed in our members, helped with setup, and did all the little things behind the scenes that make these meetings possible.

Most importantly, thank you to our Castner Heights residents and members who showed up, asked questions, shared concerns, and took an active role in their neighborhood.

This is what a neighborhood association is all about — neighbors coming together, staying informed, and working to make our community better.

📣 BIG UPDATE FOR TOMORROW’S CHNA MEETING!

We’re excited to announce that Official El Paso Independent School District Superintendent Dr. Brian Lusk will be joining District 4 Trustee Mindy Sutton at tomorrow morning’s Castner Heights Neighborhood Association General Membership Meeting!

Dr. Lusk will also be giving a short presentation to our membership. This is a great opportunity for Northeast El Paso residents — especially EPISD parents, grandparents, teachers and staff — to hear directly from our district leadership and be part of the conversation.
