Another feet of luck winning another CDWS Bells and Lights panel at auction and thankfully this one is complete. The panel decal seems to be a replacement for as the meaning of W is blank. In older documents the W or White signal was the all clear. And its use was discontinued at some point. This panel looks dated to 1953.
