East Windsor PBA Local #191 represents the men and women of the East Windsor Township Police Department in their effort to support local charities as well as other organizations throughout Mercer County and the State of New Jersey.

After our previous post, many residents asked what our contract proposal actually included—so here it is.

At the most recent township meeting, our PBA President, Bryan Butchon, laid it out clearly: a fair and reasonable agreement with no clear justification for rejection. Our proposal includes real concessions such as a new step guide, specifically designed to save taxpayers money in the immediate future. Even with the proposed raises, our officers would rank just 6th in the county in overall pay.

This is not an excessive ask—it’s a responsible one that balances fiscal reality with the need to retain and support the officers who serve this community every day. We thank the council members for reviewing the materials provided and giving this proposal the attention it deserves.

Our community deserves full transparency. Watch, listen, and decide for yourself.

🚨 PUBLIC NOTICE TO EAST WINDSOR RESIDENTS 🚨

For 15 MONTHS, the police officers of PBA 191 have worked without a contract. Protecting your families, answering your 911 calls, missing holidays with their own families, while township leadership refuses to reach an agreement.

At the same time, Mayor Janice Mironov ensured Township Administrator Joy Tozzi had a contract settled promptly with a respectable increase in salary.

Yes — leadership took care of leadership first.

Meanwhile, taxpayer dollars are believed to be sitting in township accounts collecting interest while the officers who actually safeguard this community are told to keep waiting.

Waiting while crime doesn’t wait.
Waiting while inflation doesn’t wait.
Waiting while the people risking their lives every day are treated like a budget inconvenience.

This is no longer about negotiations.
This is about priorities.

👉 Prioritizing bureaucracy over public safety.
👉 Prioritizing administrators over police officers.
👉 Prioritizing silence over fairness.

The officers of PBA 191 have shown up for this town every single day.

Now we are asking the community to ask township leadership one simple question:

Why has East Windsor’s police department been left without a contract for over a year while others get taken care of?

We are ready to negotiate TODAY.
The delay is not coming from us.

East Windsor deserves transparency.
East Windsor deserves accountability.
East Windsor deserves leaders who stand with the officers who stand for them.

It is with deep sadness that we share the news of the passing of Lieutenant John Tate, a dedicated public servant, respected leader, and mentor to countless officers.

Lt. Tate proudly served the Seaside Heights community until 2003, retiring at the rank of Lieutenant after a distinguished career in law enforcement. His commitment to the profession continued as an instructor at the Ocean County Police Academy, where he became a renowned and respected instructor. Many of our agency’s officers had the privilege of learning from him and were shaped by his knowledge, leadership, and passion for policing.

His legacy lives on through the officers he trained, the values he instilled, and the example he set both in uniform and in the classroom.

We extend our heartfelt condolences to his family, friends, and all who had the honor of knowing and serving alongside him. Rest in peace, Lieutenant Tate. Your service and impact will never be forgotten.

The East Windsor PBA 191 would like to congratulate Officers Steven Cassidy and Francis Rodriguez on their accomplishment of graduating from the Mercer County Police Academy. Very soon, these two Officers will be sworn into PBA 191 where they’ll be taught the importance of serving this wonderful community and sacrificing for our residents. Welcome Gentlemen, we couldn’t be more proud to have you!

Unfortunately, as it currently stands, the additions of Officers Cassidy and Rodriguez only bring the total number of able-bodied police officers in East Windsor to 42. For reference, in 2009 East Windsor had 49 police officers—despite having significantly fewer residents and fewer emergency calls for service. This deterioration of staffing has led to consistent overtime, placing an unnecessary burden on taxpayers and increasing the risk of officer burnout.

East Windsor PBA 191 acknowledges the recent progress, but urges Township Officials and Mayor Mironov to finally address staffing needs in full. Partial fixes and incremental hiring will not sustain the level of service our residents expect and deserve.
