Many years ago there was a sponsored Graffiti Contest at the underpass (flyer attached). The residential feedback has been that, while it brought attention to the area, the project was never kept up, graffiti just invites more graffiti, and that a more permanent renovation is warranted.
While a major renovation of this area would drive residential and commercial foot traffic to both the Harbour and Main Street, the residents we spoke with indicated that regular cleaning and safety were their immediate need.
As you may or may not be aware, this underpass is also utilized by children residing in the harbour neighborhood. Based on their close proximity to local schools, these children are "designated walkers". Childen attending Eldredge Elementary (grades 3rd-5th ages 7-11) and Cole Middle School (grades 6th-8th ages 11-14) are expected to walk this route to and from school each day.
The pictures attached below speak for themselves. Litter, liquor bottles, and drug paraphernalia are everywhere. The walls are peeling from years of spray paint. Graphic images and language cover the walls and ground, there are blind corners filled with trash and the lights are not in working order. Currently, there are no trash receptacles (for human or dog waste).
