WEDNESDAY: Idaho Department of Lands to Hear From Fruitland Citizens Being Forced to Allow Oil and Gas Drilling Under Their Homes
Citizens group CAIA pushes for better protections – concerned that forced pooling application protects industry over citizens and their property
The Idaho Department of Lands will hold a public hearing on Wednesday, December 17, 2025 for Fruitland property owners who are formally objecting to Arkansas-based Snake River Oil and Gas Company’s application to drill for the oil and natural gas they own that underlies their homes. The hearing will be held at Fruitland City Hall Council Chamber at 200 S. Whitley in Fruitland, Idaho. The evidentiary portion of the hearing will run from 11:00 a.m. MT to 5:00 p.m. MT and public comment will be open from 5:00 p.m. MT to 6:00 p.m. MT.
Idaho community watchdog group Citizens Allied for Integrity and Accountability (CAIA) will attend on behalf of their members and all Idaho citizens who could be negatively impacted by volatile oil and gas operations being conducted in high density residential areas near our schools, churches, businesses, farms, rivers and sensitive wildlife areas. CAIA President and healthcare professional Shelley Brock states “We have been advocating for citizens on local oil and gas matters for over a decade now and this latest integration (forced pooling) application by SROG is by far the most outrageous we’ve seen. For the hundreds of property owners who have refused to voluntarily hand their mineral rights over to this company for a pittance, due to the health and property risks it exposes them to, we are imploring state officials to mandate the more sensible protections we were able to negotiate for citizens on previous applications.”
Fruitland City officials who protested in vain against the 2018 drilling of a gas well that continues to pose a threat to the city’s water supply have reportedly been lobbying unsuccessfully for larger county setbacks in order to protect city residents who live in high density subdivisions literally a few hundred feet from this proposed drill site. Brock asserts, “The disruption to their lives from 24/7 heavy industrial drilling activities and the continuous health threat of toxic, cancer-causing VOCs flaring and leaking from these operations for years to come, as they have been from other infrastructure owned by this company in Payette County, is not what these homeowners signed up for when they decided to move to beautiful Fruitland, Idaho.”
Fruitland resident Julie Fugate, whose property is also targeted by this application, contends “My husband and I were born and raised here in the Treasure Valley as were many of our neighbors. None of us ever imagined our beloved home would someday be turned into a sacrifice zone for the oil industry. It is a kick in the stomach, a stab in the heart to see what is happening to our community just so a handful of people can profit.”
Attorney James Piotrowski, who represents CAIA and a number of CAIA members whose property is included in this application explained “the Idaho legislature keeps making it easier for oil companies to take our property and harder for homeowners to just say ‘no, we don’t want to sell our homes or any part of them.’ We need oil and gas, but the law is tilted heavily in favor of drillers right now.”
Brock hopes for a good turnout at this hearing and warns it may be citizens’ last opportunity to have their voices heard on an issue that impacts most Idahoans in one way or another. She advises, “Whether you are a homeowner concerned with the health and safety of your family, the protection of your water and property values, a sportsman/recreationist who wants our rivers and lands preserved for future generations, or just a taxpayer tired of footing the bill for this industry to operate here – Idaho oil and gas officials need to hear your concerns.”
