Iowa snowmobilers - we have two important bills being considered in Des Moines and the only thing that will get them passed is overwhelming support from Iowa Snowmobilers. HF853 will save you money, require fewer stickers on your sled, and help ensure the future of snowmobiling in Iowa.
We need every snowmobiler in Iowa to contact the subcommittee of Senators Smith, Cournoyer, and Giddens, as well as your own Senator to politely ask them to move HF853 forward.

Under current law, the owner of a snowmobile manufactured prior to1984 may register the snowmobile as an antique Snowmobile. The one-time fee for an antique snowmobile registration is $25 and thereafter the owner of the snowmobile is exempt from other annual registration and fee requirements. HF2348 will authorize a snowmobile 25 years old or older to be registered as an antique snowmobile.

Senator Smith, a Republican from Davenport is Chair of the committee and is running for State Treasurer. The Treasurer’s Office is statewide so potentially everyone in the state is a constituent. That means we need to get overwhelming support for the ISSA legislation to Senator Smith.

The Iowa State Snowmobile Association Legislation HF 853, also known as the "snowmobile single sticker" bill which was set for passage last year but did not get brought to you for a vote is in a subcommittee with Senators Smith, Cournoyer, and Giddens.
Please contact these colleagues and ask them to move the legislation forward for passage.
This legislation will combine the current registration fee and trail pass requirements into one fee and a single sticker, as it originally was before the two fees were separated a number of years ago.
HF853 is not a cost increase for Iowa snowmobile trail users, it in fact lowers their cost, because the individual fees are the same as the combined fee and having the single sticker requires only one writing fee collected by the county courthouse or other supplier of the stickers.
This legislation is critical to the ongoing success of the Iowa snowmobile program, which provides the largest recreational trail system in Iowa - 8800 miles of it, completely constructed, maintained and self-funded by snowmobilers through the hard work of volunteer snowmobile club members and the registration dollars they pay for registering their snowmobiles.
This leading Iowa winter recreation program receives no tax dollars or public funding of any kind. Only the funds that snowmobilers pay for their registrations and what they receive through their own fundraising efforts provide this impactful tourism opportunity for Iowa, bringing business to restaurants, dealers, and service stations during the winter months when they need the business the most.
The single sticker is easier for Iowa DNR officers and other law enforcement officers to enforce, as they only have to check for the annual registration sticker, which changes color every year, and they will not have to watch for the smaller trail pass additional sticker which has always been the same color year after year. It is also less trouble for those issuing the registration renewals in having to write only one renewal. The trail pass requirement for snowmobilers coming from other states to ride on the Iowa trails will remain unchanged.
In short, the legislation will cost users less, be easier for law enforcement, eliminate confusion about the requirements and ensure the Iowa Snowmobile program receives the funding it needs to continue to provide the trails for all Iowa winter recreationists to use.
In addition, we encourage you to pass HF2348 which is a small wording change that amends the current law to allow a snowmobile 25 years or older to be registered as an antique snowmobile.
